Duties

For the full list of duties, please review the job ad in the career site. Provides Senate-wide Cybersecurity Program coordination. Leads strategic security planning to achieve business goals by prioritizing defense initiatives and coordinating the evaluation, deployment, and management of current and future security technologies using a risk-based assessment methodology. Develops and communicates security strategies and plans to executive team, staff, partners, customers, and stakeholders. Assists with the design and implementation of disaster recovery and business continuity plans, procedures, audits, and enhancements. Develops, implements, maintains, and oversees enforcement of policies, procedures, and associated plans for system security administration and user system access based on industry-standard best practices. Acts as advocate and primary liaison for the Senate’s security vision via regular written and in-person communications with the executive leadership, senior staff, department heads, and end users. Creatively and independently provides resolution to security problems in a cost-effective manner. Assesses and communicates any and all security risks associated with any and all purchases or practices performed by the US Senate. Collaborates with IT leaders, privacy officer, and legal to establish and maintain a system for ensuring that security and privacy policies are met. Where necessary, supervises recruitment, development, retention, and organization of security staff in accordance with corporate budgetary objectives and personnel policies. Promotes and oversees strategic security relationships between internal resources and external entities, including government, vendors, and partner organizations. Remains informed on trends and issues in the security industry, including current and emerging technologies and prices. Advises, counsels, and educates executive and management teams on their relative importance and financial impact. Designs and implements a Senate IT risk management framework; plans, manages and conducts comprehensive risk analysis and security assessment of critical systems operations. Provides senior management-level and SAA/Deputy SAA briefings on Senate operational IT risk posture, cybersecurity threats and countermeasures; provides advice and guidance as required. Participates in user groups, task forces, and steering committee activities with other Senate, legislative and/or executive branch agencies and organizations.

Qualifications

Work requires a university degree (Master’s or PhD) in computer sciences, cybersecurity, national security, information systems, or a related technical field; and 12 - 15 years of experience, including five years of management experience, in information technology security; or any equivalent combination of education and experience that provides the following knowledge, abilities and skills:

  • Proven experience in planning, organizing, and developing IT security and facility security system technologies.
  • Experience in planning and executing security policies and standards development.
  • Experience with systems design and development from business requirements analysis through to day-to-day management.
  • Excellent understanding of project management principles.
  • Superior understanding of the organization’s goals and objectives.
  • In-depth knowledge of applicable laws and regulations as they relate to security.
  • Excellent knowledge of technology environments, including information security, building security, and defense solutions.
  • Considerable knowledge of business theory, business processes, management, budgeting, and business office operations.
  • Knowledge of concepts, theories, methods and practices of efficient and effective IT safeguards and security.
  • Knowledge of the capabilities and requirements of various computer applications in centralized, distributed, client server, web-based, cloud, and stand-alone operating environments.
  • Demonstrated ability to apply IT in solving security problems. Excellent written and oral communication skills.
  • Good understanding of computer systems characteristics, features, and integration capabilities.
  • Knowledge of IT security-related legislation, federal regulations, SAA policies, directives and other documentation that affect and define IT security and knowledge of physical, logical, and personnel security regulations. Ability to set and manage priorities judiciously.

Physical Demands and Working Environment

Work is essentially sedentary with occasional walking, standing, bending and lifting. Expected to work unusual and possibly unexpected hours during a Continuity of Government event.

Education

Position requires a Top-Secret clearance with Sensitive Compartmented Information (TS/SCI)eligibility. This position may require the incumbent to be available for sudden recall in response to emergency events affecting the Senate campus/community, which may include after-hour or weekend work, and to potentially deploy to alternate sites in support of the Senate’s contingency operations.
