Summary

This position is located within the Office of the General Counsel (OGC), Office of Complaints Examination and Legal Administration (CELA) Office. The primary purpose of the position is to create, compile, maintain, and process paper and digital files within a defined filing system. The incumbent will work with various electronic databases and paper files and be responsible for preparing data for retention and transfer to the National Archives and Records Administration.

Duties

As the Legal Assistant (Dockets) in this position, you will:

  • Review all digital documents labeled for retention in the Commission's Electronic Content Management (ECM) system and the Voting Ballot Matters (VBM) folder.
  • Create electronic folders to warehouse documents in ECM and VBM.
  • Re-label all documents following approved naming conventions.
  • Ensure all documents are properly archived and accessible within ECM and VBM.
  • Prepare all electronic and paper documents for offsite retention by either the Federal Records Center or National Archives and Records Administration.
  • Maintain a paper back-up log for various databases used in OGC.
  • Convert all incoming and outgoing documents to digital format for incorporation into ECM and VBM.
  • Assist paralegal staff in tracking documents using Outlook and Excel.
  • Review incoming complaints filed with the Commission and make a threshold determination whether they have been prepared in accordance with regulatory and statutory requirements.

Qualifications

In order to qualify, you must meet the experience requirement described below. Your resume must clearly describe your relevant experience.

You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained either in the private or public sectors) providing administrative support to a legal office or organization. This must have included activities such as: (1) processing or storing legal documents; (2) preparing files and records for submission to administrative bodies; and (3) utilizing basic office software to prepare or maintain legal documents and correspondence.

In addition, you must provide a cover letter describing your experience with the competencies identified below:

  • Legal Documents: Ability to identify various legal document types (e.g., conciliation agreements, general counsel reports, document discovery, complaints and responses, and general correspondence) and discern the appropriate path for processing. Ability to use reference and research techniques to understand and check citations, format and technical procedures for completeness and accuracy.
  • Reasoning: Analyzes information and makes correct inferences or draws accurate conclusions about how that information should be handled or processed.
  • Manage and Organize Information: Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.
  • Technical Competence: Knowledge of how to use computer systems, particularly content management and data tracking systems.
Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
