Summary

Help

The incumbent would also work closely with the other GS-12 Social Workers (i.e. - the Medical Foster Home Coordinator, Grant and Per Diem Liaison, Caregiver Program Coordinator) as well as the Chief of Social Work. The incumbent participates actively in the management of the Social Work and Homeless Program offices by performing routine administrative and miscellaneous clerical work. Based on a working knowledge of the Social Work and Homeless Program offices, the incumbent resolves problems associated with the administrative and clerical work of the Social Work and Homeless Program offices. Within this basic structure, the incumbent performs the following duties:

The Program Support Assistant acts as liaison, serving as a consumer advocate, between patients and medical center staff. The Program Support Assistant accepts telephone calls from: patients, caregivers, Social Work staff in the field, other VA staff, and community agency staff; these calls are regarding program inquiries, patient care concerns, etc. He/she obtains as much information as possible, provides information and resolves problems independently when possible; this position also requires prioritization and making decisions regarding caller referral based on specific caller needs.

The incumbent ensures timely response to patients/callers that potentially have an emergent or urgent care need through prompt identification of the problem and appropriate clinical referral. The incumbent must interact with customers, family members, visitors and co-workers in a courteous, tactful, helpful manner, exercising mature judgment and diplomacy. The Program Support Assistant composes correspondence as indicated to assist with clinical functions of Social Work/Homeless Program staff. The Program Support Assistant composes reports and meeting minutes as directed by the Social Work Supervisor and Homeless Program Coordinator.

The Program Support Assistant uses computer programs to type all recurring correspondence, minutes, and reports, maintaining computer files easily accessible by other team members. The Program Support Assistant corrects errors in team data entries of workload (telephone and visit) encounters. He/she schedules the patient in the varying Social Work/Homeless programs. The Program Support Assistant assists in obtaining hard copy patient records from VA Health Information Management Section, or from the private sector as needed based on the individual needs of the varying Social Work/Homeless programs.

The Program Assistant assists staff in reports from VISTA/CPRS. The Program Support Assistant keeps up to date with regulation that concerns eligibility for care, control of medical records, availability of and requesting special tests and procedures, documentation, and any other specific needs of Social Work/Homeless programs as well as Social Work Collateral assignments. (These collateral assignments would include, but are not limited to: VIST Coordinator, SCI Coordinator, Ex-POW Coordinator, Minority Veterans Program, HIV Coordinator, Student Coordinator, Staff Development Coordinator). The Program Support Assistant runs errands in support of team functions as requested by the Social Work Supervisor or Homeless Program Coordinator.

These errands may include, but are not limited to, obtaining signed minutes/contracts/program plans
from/for administrative staff, delivering mail, ordering office supplies and items form SPD and other errands as needed. The incumbent coordinates consultation, referrals, scheduling and cancelling of appointments for patients requiring Social Work/Homeless Program services and procedures within the VA Northern Indiana Health Care System - Fort Wayne Medical Center. The Program Support Assistant coordinates scheduling and cancelling of all appointments for designated Social Work/ Homeless Program staff providers, and other staff as requested by Social Work/Homeless Program team members. He/she completes necessary disposition entries into VISTA daily for scheduled and unscheduled outpatient visits. The Program Support Assistant problem-solves office equipment malfunctions, obtaining IRM, Engineering, copier/fax technician, or Facilities Management support as indicated.

Work Schedule: Monday - Friday; 7:45 am to 4:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-4).
  • Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position and that is typically in or related to the position.
  • Examples of Specialized experience includes Administrative and clerical work of an office, Prepares and tracks action requests, utilizing word processing, spreadsheets, database, and software to manage information; Field patient inquiries or complaints, performing data collection and preparing reports; Receiving calls and visitors and directing them appropriately in the normal line of progression for the occupation in the organization.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items (medical records, computing devices, manuals, papers, books, small parts), or driving an automobile. The work requires manual dexterity for computer data entry, office machine operation and filing. However, in general, the work does not require unusual physical demands. The work does require emotional stability to resolve crisis situations

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
