Duties

Help

You will:

  • Oversee an air media program to ensure compliance with environmental requirements, and resolve unusually complex, controversial, or sensitive environmental and restoration problems.
  • Serve as a programmatic and technical expert on air quality and/or restoration programs.
  • Review and implement environmental technical standards, guidelines, policies and formal regulations.
  • Establish and maintain effective working relationships with internal and external stakeholders.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

These positions are designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

If you are selected, you may be required to complete a one-year probationary period.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as recommending program changes to enable emissions reductions in the transportation sector, including through electrification; or drafting/recommending policies, directives, and guidance to determine the impact of programs on air quality or greenhouse gases.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of pertinent federal, state, and local laws and regulations, such as the Clean Air Act (CAA), and/or other air quality laws, documentation and reporting requirements; 2) Skill in oral communication sufficient to provide expert guidance and negotiation on complex aspects of environmental protection policies, plans and programs; 3) Skill in written communication sufficient to respond to a wide variety of external inquires, and develop program reporting, policies and guidance; 4) Knowledge of air program management concepts, principles and practices; 5) Knowledge of air program management concepts, principles and practices; 6) Skill in developing, planning and implementing air protection programs and requirements; 7) Skill in identifying and developing relationships with internal and external stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
