  • The Executive Director, Contracting and Acquisition Management, is engaged in the full range of logistics and acquisition planning, life cycle management, and mission management of worldwide Land and Maritime items.

  • Formulates and advises on long-term logistics and acquisition objectives and priorities, and controls acquisition operations across the entire spectrum of activities within the Command.
  • Incumbent is responsible to the Component Acquisition Executive for the acquisition system and integrity of said system for DLA Land and Maritime.
  • Represents the acquisition programs to top Agency Management and puts forth logical alternatives for mutual cooperation toward a workable solution; advises both the Commander and Deputy Commander.
  • Determines the financial and personnel resources needed to achieve mission objectives and support mission operations, allocates funds and accounts for their use, identifies need for major organizational improvements and develops the requisite plans.
  • Conducts studies of employee/organization efficiency and productivity and recommends changes or improvements in organization, staffing, work methods and procedures.
  • Designs major programs and operating plans, policies, and goals.
  • Tracks the performance of technical and managerial actions requiring interaction with DLA Headquarters, other field activities and other DoD agencies or Military Services.
  • Coordinates and monitors major acquisitions that reflect complex and mission critical purchases.
  • Manage acquisitions requiring extensive planning, coordination and integration of various specialized kinds of program and function work to effectively meet customer requirements and achieve DLA Land and Maritime/DLA goals.
  • Tracks the DLA Land and Maritime acquisition workforce and emphasizes readiness and sustainability through an integrated materiel management logistics process.
  • Develops and implements broad programs based on new or revised legislation.

Qualifications

Eligibility for this position will be based on clear and comprehensive showing that the applicant has had experience of the scope and quality sufficient to carry out the duties and assignments of the position. Additionally, applicants must possess the essential skills, knowledge, and abilities listed in the Executive Core Qualifications and Technical Qualifications paragraphs below.

EXECUTIVE CORE QUALIFICATIONS (ECQs)

In addition, DoD requires the Enterprise Perspective: The ability to apply a broad point of view and an understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. TECHNICAL QUALIFICATIONS (TQs):
  1. Comprehensive knowledge of acquisition and logistics management including laws, regulations, principles, and practices applicable to all phases of the contracting process.
  2. Ability to formulate and advise on programs based on long-term logistics, acquisition objectives and priorities; control acquisition operations; design programs and operating plans, policies, and goals; and coordinate and monitor acquisitions that reflect complex and mission critical purchases.
  3. Demonstrated experience guiding a senior level contracting workforce including personnel with extensive program and project responsibilities in contracting, life cycle logistics, and program management, to include developing strategic plans, financial plans, and personnel management strategies to guide and direct personnel.

Additional information

This is an Acquisition workforce (AWF) position IAW 10 USC Section 1721 and regulations issued by the Under Secretary of Defense for Acquisition and Sustainment. The position is a Workforce Critical Acquisition Position (CAP) that requires certification in the Contracting career field, foundational. Only candidates who are members of the Acquisition Corps will be placed into the position unless a waiver of Corps membership is approved by the Component Acquisition Executive. AWF position requirements will be used in the evaluation criteria.

In addition: This is an AWF Workforce Key Leadership Position (KLP). The incumbent must be certified at Foundational level in the Contracting career field(s) and must possess 10 years of acquisition experience, at least four of which were performed while assigned to a CAP.

Veteran's preference does not apply to the SES.

The Defense Logistics Agency (DLA) has established a Drug-Free Federal Workplace Policy.
