The Office of Investigations (OI) supervises, conducts and provides policy direction for investigations relating to over 300 programs and operations of HHS. OI performs these functions with over 600 employees, the majority of whom are criminal investigators, in 80 geographic locations.

The Senior Advisor for Investigative Operations, working under the general direction of the Deputy Inspector General for Investigations (DIGI) is a member of the OI executive leadership team through which day-to-day operations are carried out. As Senior Advisor, you will oversee actions that will ultimately impact OIG's success in advancing our mission as it relates to investigations of HHS programs through the following outcomes:

  • Promote the economy, efficiency, and integrity within HHS programs through conducting investigations, creating and advancing special projects both domestically and internationally which uncover fraud, waste, abuse, improper activities and violations of statute and regulations.
Duties of this Senior Level position include, but are not limited to:
  • Plans, coordinates and oversees the execution of special management projects by defining scope and identifying issues to be resolved, determining and analyzing relevant facts and making appropriate recommendations.
  • Spearheads investigative initiatives and special projects, which may have a major impact on OI goals and utilization of resources. Attend conferences and meetings to participate in professional problem solving in highly complex investigations, which cross jurisdictional lines.
  • Serves as focal point for inquiries as directed to the Office of the DIGI from key officials in OIG, in other departments and agencies, the Congress, representatives of State and local governments, grantees, contractors and individuals with respect to the varied functions of the investigative Program.
  • Provides expert technical advice to senior OI managers on such matters as views of the DIGI's policy and program matters, assignments made and projects of which the DIGI wishes to be kept informed.
  • As needed, participates in special investigations, studies and analysis with respect to OIG responsibilities and as directed, acts as liaison with other Federal departments, State and local agencies.

Qualifications

Specialized Experience (mandatory): To be qualified for this position, your resume (5-page limit) must reflect experience in a managerial capacity with responsibility for overseeing special, unique and sensitive high-level investigations and leadership in a proactive, customer-responsive manner consistent with Agency vision and values and experience effectively communicating program issues to external audiences. This experience should also demonstrate sophisticated analytical skills, superior written and oral communication skills, good judgement, and experience interacting with government and non-government officials. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with State or local government, the private sector, or nongovernmental organizations. At this level, you would have had responsibility for planning, directing and evaluating work that included managing and/or supervising other managers 25% of the time.

Mandatory Resume: Your resume (5 pages maximum) should emphasize your level of responsibilities, the scope and complexity of programs managed and program accomplishments, including the results of your actions.

Mandatory Technical Qualifications (TQs): You must address address the below mandatory Technical Qualifications in a separate Narrative. Your TQ Narrative (not to exceed 3 pages - 1 per page) must clearly show that you possess the following TQs required for successful performance in this position.

  1. Demonstrated knowledge of generally accepted investigative principles, techniques, methods, and procedures in order to provide executive leadership to the conduct of extremely difficult, complex, and highly sensitive investigations, other technical investigative efforts, and law enforcement functions.
  2. Demonstrated knowledge of investigative programs and experience in a law enforcement position. The incumbent must remain current on investigative professional standards, policies, and practices in order to conduct investigative projects and oversee investigative programs as well as provide management advisory services to the DIGI in these areas.
  3. Demonstrated prior experience providing advisory services to senior officials and serving as a focal point for inquiries directed to the Office of the DIGI from key officials in OIG, in other departments and federal agencies, the Congress, representatives of State and local governments, grantees, contractors and individuals with respect to the varied functions of investigative programs.

Training Requirements: This position requires that you complete or have completed the 12-week basic criminal investigator course at the Federal Law Enforcement Training Center in Glynco, GA or an approved equivalent. Retention in the position is subject to successful completion of the training.

Minimum Age Requirements: The minimum age entry for this position is 21 years of age and the maximum entry is 36 years of age (the date of appointment must be no later than the date immediately preceding the 37th birthday) unless you have sufficient prior Federal service in a covered law enforcement position.

Firearms Requirement: This position authorizes the incumbent to carry a firearm and must meet the Lautenberg Amendment requirements as described in Title 18, U.S.C. Section 992(g). Any person who has been convicted of a felony or misdemeanor or crime of domestic violence within the meaning of the referenced statute are not eligible for this position. The term convicted as defined by the statute, excludes any person whose conviction has been expunged, set-aside, pardoned, or any person whose civil rights have been restored, so long as the restoration does not restrict the shipping, transport, possession or receipt of firearms or ammunition. Candidates who have been convicted of a felony or misdemeanor or crimes of domestic violence within the meaning of the referenced statute are not eligible for this position.

Federal Law Enforcement Retirement: This position meets the eligibility criteria for law enforcement retirement under both the Civil Service Retirement Systems (CSRS) and the Federal Employees Retirement System (FERS). Employees covered by either retirement system that reach age 50 or over with at least twenty years of service as a law enforcement officer are qualified for law enforcement retirement. In addition, employees covered by FERS (all new hires to the federal government) of any age with at least twenty-five years of service as a law enforcement officer are qualified for law enforcement retirement. Finally, employees who reach age 57 with at least twenty years of service as a law enforcement officer are subject to mandatory retirement. This position is approved for Secondary Law Enforcement coverage under 5 (USC) 8336 (c) or 5 USC 8412 (d).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Security and Background Requirements: This is a special sensitive position and Top Secret SCI clearance is required to be obtained and maintained. A background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully maintain these requirements may be grounds for appropriate personnel action.
