Help
  • Serves as a focal point for collaboration on cross-cutting Interior IMT activities and related policy development
  • Collaborates with Interior Bureaus and Offices to integrate enterprise architecture, budget, and e-government planning with CPIC, and IT portfolio management, and to implement sound project management practices
  • Establishes working groups and integrated product teams as necessary to focus on key aspects of IT investment management program
  • Develops long range IMT strategic plans linked to annual tactical objectives to prioritize development, review, and publicize new and improved policy manuals, handbooks, and Standard Operating Procedures (SOPs)
  • Establishes key performance indicators to monitor organizational performance and coordinate agency wide organizational assessment for IT areas

Qualifications

In addition to meeting the specialized experience requirements for this position, individuals must have IT-related experience demonstrating each of the four competencies listed below:

  3.   4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Specialized Experience for the GS-15: One year of specialized experience equivalent to at least the GS-14 grade level. Specialized experience for this position includes but is not limited to: Assisting in the management of key aspects of an Information Management Technology (IMT) Program, such as the integration of enterprise information architecture with e-government, capital planning and investment control, and project management lifecycle methodology; Assisting in the development of policy and guidelines related to IT systems and information architecture, resource management, strategic planning, e-government, Capital Planning and Investment Control (CPIC), budget preparation acquisition oversight, project management and system development life cycle monitoring, including system retirement and decommissioning. Leading DOI integrated project teams to collaboratively develop policy and make decisions concerning DOI's portfolio management program. Providing oversight and guidance to DOI's portfolio management desk officer team to ensure they are providing the necessary guidance and oversight of DOI bureau and office portfolios of IT investments. Ensuring the successful development of DOI's annual IT portfolio submission to OMB.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

THIS IS A REMOTE POSITION. Pay is set based on the locality of the selectee's remote work location.
