Summary

Within the Agricultural Marketing Service, the Packers and Stockyards Division (PSD) monitors the activities of the livestock and poultry industry to ensure subject persons and firms are complying with the Packers and Stockyards Act and regulations. You will serve as a Senior Regulatory Policy Specialist and play a critical role in advising the Division Director and other top Program, Agency, and mission area officials on key program strategic policy issues and decision-making processes.

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Conduct extensive legal research and analysis on highly complex and sensitive issues to formulate policies related to competition, antitrust, and unfair and deceptive practices in assigned industries.
  • Collaborate and coordinate with the Federal Trade Commission (FTC), Department of Justice (DOJ), the Commodity Futures Trading Commission (CFTC), and others on antitrust and competition matters.
  • Provide legal and policy advice on a diverse range of substantive and procedural questions of law and regulatory and enforcement strategy, with emphasis on interpreting and applying the Packers and Stockyards
  • Formulate PSD regulatory policy on a national basis, developing and recommending program direction for the Division based on analysis of legal issues and precedents, industry trends and statistics.
  • Plan, develop, and coordinate policy to support projects and strategic initiatives, including rule-making, competition and complex investigation procedures and requisites, and joint agency efforts.
  • Conducts ongoing reviews of existing policies and practices and recommends new modifications to existing PSD policies and programs to attain the objectives of the P and S Act.
  • Plan, initiate, and conduct complex and high-priority studies and assignments involving extensive research, fact-finding, and program improvements on a variety of high-level and emerging subjects.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

The following Selective Placement Factor (SPF) requirement is being used to determine whether an applicant fully qualifies for this position:

  • Experience serving as a legal advisor, conducting legal research and analysis, preparing documents for litigation, participating in investigations, and making recommendations for formal complaints.
Evidence of this experience must be documented in your resume. Applicants who fail to meet this requirement and/or address the SPF may lose further consideration.

FOR THE GS-14 GRADE LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Significant knowledge of competition, antitrust, and unfair and deceptive practices in the livestock, meat, and poultry industries. Demonstrated ability to apply comprehensive concepts, principles, and methods of legal and administrative analysis techniques to formulate strategic policy on key program issues.
  • Experience analyzing trends and developments across Federal and state antitrust laws, regulations, and enforcement, with a proven ability to creatively analyze and identify implications and opportunities for application in the livestock, meat, and poultry industries.
  • Demonstrated ability to conduct complex legal research, legal analysis, and technical and investigative assistance on issues related to the enforcement of the competition and trade practice provisions of the Packers & Stockyards Act and/ other anti-trust laws.
  • Experience preparing investigative work plans with sound legal theory ensuring that every element necessary to establish a violation is supported by sufficient, adequate, and sound evidence. Experience participating in and leading complex investigations.
  • Experience leading a legal team and the following activities: interviewing witnesses, reviewing documents, researching, and writing legal memoranda and litigation documents.
Note: There is no education substitution for this grade level.

  • Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection.
  • Worksite Information: This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. Additional information regarding ad hoc, occasional, or reoccurring telework may be obtained at a later time from the hiring manager or program during the hiring process.
