Help

This position reports to the Chief Information Officer (CIO). The Deputy Chief Information Officer for Strategy:

  • Is responsible for the Enterprise Business Management Office and champions the capital planning and investment control process, conducts program and project management oversight (including oversight of major IT contracts and services), and facilitates integration and execution of Agency-wide activities that support the Agency's priorities.
  • Serves as the decision authority for the Agency IT Management Board (ITMB). Integrates and coordinates OCIO Enterprise Architecture and supervises the OCIO functions of each Center CIO (Ames, Armstrong, Glenn, Goddard, Johnson, Kennedy, Langley, Marshall, and Stennis).
  • Ensures the establishment of cost-effective policies, programs, and frameworks that implement the various laws, regulations, and guidance governing IT, such as the Clinger-Cohen Act, E-Government Act, Federal Information Security Management Act, Paperwork Reduction Act, and Privacy act.
  • Ensures appropriate coordination and response to external audits and/or assessment conducted by the General accounting Office, Inspector General, and others. Coordinates with the Office of Management and Budget (OMB) staff to respond to current or new strategies and proactively work with industry to advance CIO objectives within the federal government and NASA.
  • Ensures the development of a NASA enterprise architecture to meet the needs of the Agency; and complies with external requirements. Supports the NASA CIO to include interfacing with external entities involving CIO/IT matters of administration, legislative, public, industry, and academia relations or interests.
  • Plans, develops, implements, and manages agency level policy and strategic plans (goals, objectives, initiatives) for IT capabilities and services critical to NASA mission success.
  • Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA.   • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience leading a broad and diverse information technology (IT) enterprise through modern technology management practices (including transforming and re-engineering IT operations) in support of changing business needs and ensuring effective user, customer, and digital experience.

MTQ 2- Demonstrated experience in planning and oversight of service delivery strategies, agile program management, demand management, and technology modernization programs for large, diverse IT organizations with various stakeholders and constituencies requiring management of varying, complex requirements and needs.
