The Business Solutions Office (BSO), within the Office of the Managing Executive (OME) for the Division of Corporation Finance (the Division), provides technological infrastructure and internal data analysis that supports the Division's efforts to protect investors and promote capital formation. If selected, you will serve as a senior advisor and subject matter expert to the BSO Office Chief in the areas of data science, management, and use, and assist OME leadership with directing a broad range of the Division's platforms, analytic tools, technologies, and data architecture to support the Division's mission critical activities. The Senior Data Officer will also provide expertise to Division leadership in data strategy and collaboration across the agency.

Typical Duties Include:

  • Engages OME leadership to develop and maintain the Division's data strategy and management in alignment with the SEC's overall goals, including standardization of data format, access, usage and sharing, and publication of data assets of the Division adhering to agency policies and utilizing industry best practices.
  • Assists the BSO Office Chief in managing data analytic tools to automate the collection of data from varying sources, formats and quality, and analyzes and interprets to identify trends.
  • Identifies, engages, and manages cross-agency stakeholders, helping to manage competing priorities and organizational trade-offs on a variety of complex and interrelated subjects including implementation of the new tools and solutions for data systems, products and solutions in a proactive manner.
  • Facilitates novel projects to implement new data management program requirements in the areas of data stewardship, data architecture, metadata, and data technical standards, for complex, sensitive, novel, and evolving data issues.
  • Coordinates with the senior data counterparts throughout the agency to develop and maintain new innovative technologies and a comprehensive data inventory that accounts for all data assets created by, collected by, under the control or direction of, or maintained by the Division.
  • Develops and prepares guidance on a variety of complex data management issues referred to BSO because of the complexity or sensitivity of the topics involved, precedent setting implications, shortened time for response, deviation from established regulations, or other unusual actions.

Qualifications

All qualification requirements must be met by the closing date of this announcement.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT: Applicants must meet one of the following basic requirements:

  1. Degree: Mathematics, Engineering, Computer Science, Data Science, Machine Learning, Artificial Intelligence or other quantitative fields of study. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR
  2. Combination of education and experience: Courses equivalent to a major field of study as shown in the paragraph above, plus additional education or appropriate experience. Examples of qualifying experience include: applying financial engineering concepts; analyzing financial documents; preparing statistical reports on financial data; developing computer-based programs to analyze data; reviewing and analyzing financial data.
MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-16: Applicant must have one year of specialized experience equivalent to the SK/GS-14 level:
  1. Applying the theories, principles, and processes of data science and data management concepts;
  2. Independently developing, maintaining, and/or validating data management systems using Agile principles and software development;
  3. Demonstrated experience applying principles and methods of business requirements analysis and developing analytical approaches to support conclusions and recommendations; AND
  4. Independently manipulating large, disparate, unstructured datasets and data platforms.

SEC COMPENSATION PROGRAM: The overall salary range listed above is provided for informational purposes as it represents the full range that is applicable to current employees in this occupation/grade; however, a selectee's initial pay is always set below the maximum rate of the range.
