Duties

Help
  • You will serve as Tobyhanna Army Depot's Director of Production Management responsible for managing, scheduling and controlling Tobyhanna Army Depot's communication-electronics (C-E) mission workload.
  • Oversee the development of assigned operational programs related to programming and budgeting activities.
  • Coordinate the preparation of programs for the major areas of maintenance activities, and related production control and supply operations.
  • Monitor performance by such measures as direct labor hour execution, productive yield, budget compliance and control of slipped man-hours.
  • Redirect action of subordinates and allocate resources to accommodate workload fluctuations, changing regulation, changes in program emphasis, personnel turnover and emergency requirements.
  • Maintain liaison between Tobyhanna Army Depot and other installations, agencies and industries in matters pertaining to mission activities.

  • Must obtain and maintain a Certification in Production and Inventory Management (CPIM) from the Association for Supply Chain Management (formerly known as APICS, American Production and Inventory Control Society) within two years.
  • Must obtain and maintain a Project Management Professional (PMP) Certification through the Project Management Institute within two years.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • You must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • Must submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
  • One year supervisory probationary period may be required.

In order to qualify, you must meet the Specialized Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Directing an organization that provides support in areas such as production scheduling and control, material storage and distribution, supply chain management, sales and operations planning, budget, mission automation, and/or operation analysis; 2) Planning, scheduling and coordinating work operations; 3) Maintaining liaison in matters pertaining to mission activities for the purpose of effecting good working relations and to ensure work and mission accomplishment; AND 4) Ensuring subordinate supervisors meet their organizational goals and objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
