Summary

This position is in the Office of Environmental Health and Engineering (OEHE) in Rockville, Maryland. The purpose of this position is to serve as the OEHE IT consultant and data systems manager, oversee IT security and compliance for OEHE data systems, deliver OEHE IT project management, act as Contracting Officer's Representative for IT contracts, and monitor technological advances for future OEHE IT needs. The incumbent in this position reports to the Associate Director, OEHE.

Help

  • Manage OEHE IT Systems: Manage multiple OEHE IT data systems and reporting applications. These systems include STARS, HFDS, FBES, DFPC data portal, HSP, WebEHRS, OEHE Dashboard, and others. Work with OEHE Division and contract staff to operate and maintain OEHE data systems and ensure software updates are applied. Manage contracts as Contracting Officer's Representative (COR) for operation and maintenance contracts for OEHE IT systems, including drafting of Statements of Work, task orders, Independent Government Cost Estimates (IGCEs), and other contract documents as well as managing invoices and Contractor Performance Assessment Reporting System (CPARS) reporting. Ensure a consolidated approach within OEHE with regard to sharing of data and information for OEHE Office of the Director and between OEHE Divisions.
  • Oversee Security and Compliance for OEHE IT Systems: including acting as COR for OEHE contract staff engaged in the ATO process. Complete Federal Information Security Modernization Act (FISMA) reporting. Develop responses to Plan of Action and Milestones (POA&M) weakness reports. Perform various security and compliance related duties for OEHE IT applications.
  • Deliver OEHE IT Project Management: Provide OEHE project management for planning, development, testing, and deployment of new or improved OEHE IT data systems, applications and reporting tools. Oversee OEHE contractor work as COR for contracts to develop new OEHE data systems, applications or improvements to existing applications. Work with OIT staff and OIT contract staff to develop or improve OEHE data systems, applications and reporting tools.
  • Ensure Coordination: Lead OEHE workgroups on IT initiatives and issues. Ensure proper data sharing agreements are in place and being appropriately executed. Represent OEHE on inter-Office work groups, as assigned which are established to develop OEHE-wide IT policy initiatives and solutions to critical issues. Represent OEHE as an IT technical expert. Serve as an expert and consultant to OEHE and OEHE Divisions about integrating IT programs with other programs of equivalent scope and complexity.
  • Provide IT Technical Assistance: Provide OEHE IT technical assistance. Review, monitor, and evaluate industry technological advances and developments for applicability to current and future OEHE need. Formulate and recommend approaches for incorporating new developments for OEHE use. Facilitate the compilation of OEHE service usage and cost data to determine the most efficient and cost-effective methods of providing technology services.

The incumbent in this position must obtain a Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Senior Level with core-plus specialization in information technology (FAC-P/PM-IT) and the Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level 3 certification within 12 months of employment.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: implementing effective business analytics practices that drive improved decision making, efficiency, and performance. Communicating regularly with technical, applications, and operational staff to ensure database integrity, security and optimized performance at the application and database levels. Identifying and resolving data quality and data reconciliation issues. Delivering organized, scalable, and meaningful visualizations, and reports for a wide range of customer needs. Building creative solutions within constraints of existing networks, systems, and policies. Researching opportunities for data acquisition and new uses for existing data. Proactively reviewing information delivery pipeline and makes suggestions for improvement

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.
