This position reports to the Deputy Assistant Administrator (DAA) for the Office of Strategic Infrastructure (OSI). The Director, Logistics Management Division:

  • Sets strategy and policy for how functions of LMD are executed Agency-wide. Optimizes allocation of labor and procurement funding for LMD portfolio execution. Manages an integrated asset management program and evaluates current and proposed programs and operations and recommends action to initiate, modify, or discontinue projects as appropriate. Collaborates with NASA Center and Mission Directorate LMD points of contacts to develop efficient and effective solutions to logistics problems as they arise.
  • Directs and guides staff and officials at multiple levels of the agency; senior staff of other Federal, state, and local government agencies, and private sector clients and vendors on agency matters related to the logistics management. Advises on the appropriate methods and techniques to use in order to achieve program goals and objectives.
  • Collaborates with Mission Directorates, brings program logistics and supply chain expertise to internal/external forums and discussions with NASA partners. Manages the development of policy changes in response to changes in levels of appropriations or other legislative changes. Manages organizational changes to the program or program segments directed. Exercises authority to approve the allocation and distribution of funds in the organization's budget.
  • Plans, develops, implements, and manages agency level policy and strategic plans (goals, objectives, initiatives) for logistics management programs, such as supply and material management, equipment management, industrial property, transportation management. This includes all modes of transportation, freight and mail, lifecycle logistics, property disposal, and artifact management.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience in the planning, development, implementation and management of agency level policy and strategic plans (goals, objectives, initiatives) for logistics management programs, such as supply and material management, equipment management, industrial property, transportation management to include all modes of transportation, freight and mail, lifecycle logistics, property disposal, and artifact management.

MTQ 2- Demonstrated experience in collaborating and partnering with internal and external stakeholders (i.e. federal and commercial entities) to resolve logistics management issues (including advocacy for logistics program budgets) related to agency missions.

Additional information

Must be able to obtain and maintain a Top Secret/SCI security clearance.

NASA may discuss and consider candidate duty station location after selection, which means that the duties can be performed at any NASA location. The selected candidate will need to relocate and report to an on-site NASA location or duty station, which may be different from where he/she currently resides.
