As a Supervisory IT Specialist (Network Engineer/INFOSEC), you will be:
Responsible for participating in managing DOT’S multi-million-dollar infrastructure that is essential to day-to-day operations of users within the non- (Federal Aviation Administration (FAA) Common Operating Environment (COE) and serves as an expert advisor to senior DOT and government officials. The IT services include IT architecture; standards; network communication operations (Cloud network infrastructure); server-based services (software and platform as a service, instant messaging, datacenter management, database tiers, test and development); technology assessment; IT continuity of operations planning/support; IT asset management; and policy/strategic development. In supporting these functional areas, the incumbent plans, designs, tests, certifies, and implements current and forthcoming versions of the Department’s IT infrastructures, “Common Operating Environment” (COE).
Directs, leads, and supervises seasoned senior and junior federal technology Network engineers, specialists/professionals and is the federal lead for contract staff and specialists supporting I&O technical architecture. The incumbent has the responsibility and acumen for strategically directing, leading, and planning activities as they relate to OCIO goals from a technical architecture perspective, which include, IT programs, requirements, and/or projects. The incumbent is responsible for ensuring continual service improvement methodologies work to streamline activities in all technical architecture functional areas
Supervise and manage a team of network specialist and contractors responsible for all facets of network services which includes operations and monitoring network infrastructure, high speed data circuits, VoIP, wireless access point and mobile network communications; state of the art network technology SDWAN, technology assessment; IT continuity of operations planning/support; IT asset management; and policy/strategic development.
Manage the multi-million dollar Department-wide IT Enterprise Network Infrastructure Architecture, include provide assessments of enterprise network modernization projects, costs, design concept and design changes, identify and achieve program goals and objectives; communicate assignments, milestones, and deadlines; solving work problems; evaluate work performance of subordinates; give advice, counsel, or instruction to employees on both work and administrative matters providing information; interviews candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions; hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; and effects minor disciplinary measures.
Develop standard operating procedures and manage both government and contract IT Staff in the development, installation, configuration, securing/hardening, testing, maintenance, patching, upgrading and troubleshooting activities associated with network engineering and operations technical team in the planning, analysis, design, implementation and management of the enterprise data, voice, wireless and mobile network to meet the needs of the Department of Transportation mission, goals, and processes. Plans or executes the installation, upgrade and or tech refresh of network infrastructure components and architects new network infrastructure.
Provide technical guidance/support for developing or troubleshooting systems. Protect government information technology systems (supervision or control of information technology systems, authority to bypass significant technical and operational security controls for general support systems, or access to major applications – the scope of these duties exceeds that of ordinary or routine computer use).Supports and assists the establishment and management of a consensus-based, participatory Department Enterprise Infrastructure Architecture Program to facilitate inoperability, information exchange, and sharing of data and technology applications.
Ideal Candidate: OST is looking for a senior level professional, motivated and self-reliant individual who can manage myriad Enterprise Network services, implementation and management of IT infrastructure; and who is knowledgeable of collective cybersecurity policies and best practices to provide Enterprise level services in functional areas of the Department of Transportation into the Common Operating Environment (COE).

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.
To qualify for the Grade 15, you must have at least one year of experience equal or equivalent to the GS-14, it must include:
Experience in supervising a team of network engineers in the design, implementation and management of IT systems (voice, video and data) to support customers at multiple locations across various regions, local and state.
Experience in managing the implementation and operations of various network-based technology such as Cisco, Firewalls, Wireless, VoIP, LAN/WAN, Enterprise network security, 802.11 wireless solution, IPv4 to IPv6 migration planning, or VTC for multiple locations across various regions, local and state. Also experience in Multi-Protocol Layer Switching (MPLS), Software- Defined Wide Area Network (SD-WAN), Border Gateway Protocol (BGP), Open Shortest Path First (OSPF) and Enhanced Interior Gateway Routing Protocol (EIGRP).
Experience in network project management that includes requirement and scope development, solution architecture, cost estimating and resource management.
