The Senior Advisor will report to the NIST Director and be dedicated to CHIPS, facilitate cross program integration within NIST, and coordinate closely with the DOC Office of the Secretary (OSEC) (Senior Advisor for CHIPS and the Commerce Implementation Coordination (CIC) Office
This Senior Advisor will be 100% dedicated to CHIPS, facilitate cross program integration within NIST, and coordinate closely with the DOC Office of the Secretary (OSEC) (Senior Advisor for CHIPS and the Commerce Implementation Coordination (CIC) Office):
Ensure NIST and DOC visibility across all three CHIPS program components, and into complementary NIST efforts outside of CHIPS
Ensure NIST ownership of first level of integration across the CHIPS programs and provide continuity across other related NIST programs
Provide U/S viewpoint in close coordination with OSEC to ensure strategic alignment across CHIPS portfolio
Provide topdown visibility for the U/S on CHIPS and identify cross-cutting trends across the CHIPS programs requiring NIST and DOC leadership consideration
Leverage strategic frameworks to facilitate integrated decisions across the three components of the CHIPS program
Support CHIPS strategy development and planning processes, and ensure program design and implementation are informed by proper technical oversight
Work with the CHIPS programs and OSEC to develop and set common success metrics across the programs and institute consistent measurements
These updates will be prvided via the existing CIC governance process
Ensure clear alignment across the CHIPS 9902/9906 program goals and objectives, including how investments complement R&D and vice versus
Work closely with all three programs and OSEC to institute operational best practices, facilitate coordinated decisionmaking on implementation issues, and ensure information sharing across all three programs
This will include wrking with NIST ADMR and the CIC to ensure coordinated and strategic program management processes and procedures
This may include wrking with R&D Associate Director for Integration to ensure CHIPS R&D interagency, policy development, and international engagement are aligned with those same CPO and other NIST/DOC related activities
The position is designated as an excepted position under the CHIPS Act authority.
The incumbent must possess, at a minimum, a Bachelor's or other Advanced Degree in a scientific, engineering, or recognized or traditional professional field, or significant experience in a scientific, engineering, or recognized or traditional professional field.

Qualifications
Demonstrated experience leading new programs of significant size and complexity, and experience conceptualizing, planning, organizing, and implementing new or evolving policies and activities.
Demonstrated experience analyzing executive level policy and program issues and providing comprehensive recommendations.
Demonstrated experience providing executive level leadership building collaborative networks with key peers and stakeholders across an organization and with other government/private-sector organizations, or professional disciplines and occupations to achieve significant mission outcomes.
Demonstrated experience engaging on technical and scientific programs and translating program objectives into policy briefings for senior leadership
Education
The incumbent must possess, at a minimum, a Bachelor's or other Advanced Degree in a scientific, engineering, or recognized or traditional professional field, or significant experience in a scientific, engineering, or recognized or traditional professional field.

Additional information
This position will be in the excepted service as a non-competitive appointment under the CHIPS Act authority.
This position is covered under the Administratively Determined pay scale.
This position does not confer non-competitive conversion to the competitive service.
Acceptance of an excepted service appointment from applicants in the competitive service will require a written statement of understanding when voluntarily leaving the competitive service.

This position requires the filing of an OGE-450 Confidential Financial Disclosure Report within 30 days of onboarding and annually thereafter.
