Summary

This position serves as Director of the Appeals Department within Veteran and Family Member Programs (VFMP), Office of Integrated Veteran Care, Veterans Health Administration, Department of Veterans Affairs (VA). The position provides national program support to the Secretary of the VA for VFMP Appeals managed activities per the Veteran Appeals Improvement and Modernization Act of 2017 (Pub L. 115-55), known as AMA. This position is organizationally aligned under the Deputy Director for VFMP.

Help

Duties include, but not be limited to:

  • Responsible and accountable for every aspect of AMA for VFMP health benefit programs, including policy, personnel, administration, operations, information technology, process, quality, budget, and change management.
  • Ensures VFMP Appeals activities adhere to AMA; appeals activities covered include appeals intake, claims research, policy interpretation, determinations for Equitable Relief, notice of decision, duty to assist, and publishing information regarding the processing of appeals for all VFMP programs.
  • Leads, directs, and supervises a staff of authorized full time equivalent employees (FTEE) engaged in managing implementation of Appeals per AMA for national and international health care benefit programs for Veterans and their eligible family members.
  • Responsible for strategy, planning, organizing, directing, coordinating, controlling, reviewing, and evaluating every facet of VFMP appeals. Identifies, designs, implements, and verifies industry best practices and innovations of health care business solutions that might work to improve and advance VFMP appeals systems, per AMA.
  • Reviews, interprets, and applies directives from IVC, VA Central Office, external agencies, and state and local agencies. Communicates applicable AMA law, VA regulations, policies, and priorities and establishes synchronized local policy in such areas as programmatic management and operational guidelines.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions:
The work is mostly sedentary. There is moving or lifting of lifting of light objects such as books, files, and papers. No other special physical demands.

There is no educational substitution at this grade level.
