Summary

This position is a management position in the Office of Personnel Management's Office of Human Resources (OPM HR). OPM HR is responsible for all HR functions within the agency. We are searching for a dynamic and creative individual to lead the processing and records management team. Duties

Help

  • Serves as a consultant to management, contractor/vendors and internal HR employees on all personnel records processing procedures and rules, the management of official personnel records and the submission of HR data to Human Capital Management & Modernization.
  • Provides expert HR consulting and advice to organization(s), develops solutions to complex problems of program improvement in one or more HR specialties. This includes staffing, recruitment/placement, position management, and compensation.
  • Performs a key role in rendering expert advisory service and/or authoritative policy interpretations on highly complex agency wide or equivalent issues. Provides ad-hoc briefings/trainings to customers on processing of personnel actions, data reporting and records management.
  • Links data in the HR systems to the planning and evaluation processes and to the needs of managers in planning to meet the future mission requirements of the agency.
  • Resolves complex and difficult processing errors and discrepancies found in requests for personnel actions.
  • Researches, develops and maintains HR policies regarding HR information (use of IT in personnel administration, reports, data standardization, records and files, forms and documents, privacy and availability of information, process personnel actions and related subjects).
  • Identifies problems and specific issues in the automated HR Systems or with the interface process, conducts preliminary analyses of system to help determine nature of requirements, logical work, and informational data feeds, and whether advances in IT should be incorporated.
  • Work directly with vendor/contractor to ensure issues are corrected. Clearly articulate and lead the need for a change request (CR) and the cost effectiveness to management for cost approval, create the CR to present to vendor/contractor and manage the completion of system changes.
  • Manages the internal agencies eOPF forms list and coordinates and collaborates with appropriate OPM organization and others as needed to request approval of a new form or the abolishment of existing forms.
  • Manages eOPF statement of work, interagency agreements, and licenses, which impacts the cost of eOPF services.
  • Manages Employee Express (EEX) statement of work, interagency agreements, and licenses.
  • Grants or removes EEX administrative rights.Create internal training guide sheets.
  • Train and audit the work of other HR users.

Qualifications

Applicants must have one year of specialized experience equivalent to the GS-13 in federal service that demonstrates expertise in federal human resources information systems that has equipped you with the competencies to successfully perform the duties of this position. This experience must have included all of the following:
1) Serving as a technical point of contact to internal and external stakeholders on processing personnel records:
2) Troubleshooting issues that are found in the automated human resources information systems:
3) Resolving or correcting discrepancies that are found in processing personnel actions: AND
4) Providing technical guidance to staff to ensure staff is properly trained.

Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
