This position is in the Senior Executive Service. The Principal Assistant Inspector General for Audit is the principal advisor to the Deputy Inspector General for Audit. All groups of individuals within the civil service and the public. The "civil service" consists of all persons who occupy positions in the executive (includes excepted service), judicial, and legislative branches.
Oversees and directs the implementation of the Deputy Inspector General for Audit (DIG-AUD) strategic planning activities, develops and implements performance based metrics for the DIG-AUD that are effective measurements of mission accomplishment.
Manages all programs and processes within DIG-AUD which support the establishment, maintenance and execution of effective and efficient DIG-AUD programs.
Directs the development of DIG-AUD policies and procedures in accordance with objectives and concept operations established by the DIG-AUD and the Inspector General.
Oversees the audit oversight planning process to ensure ongoing and planned projects align with DoD priorities and provide appropriate coverage of the top management challenges facing the Department.
Participates with relevant councils, and working groups to ensure OIG policies and procedures are current, comply with legislative requirements and OMB directives, and are consistent with relevant best practices within the audit community.
Must be a U.S. Citizen to qualify for this position.
Position has been designated as Special Sensitive; incumbent is required to be eligible (and maintain eligibility) for a Top Secret with Special Compartmented Information (TS/SCI).

Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has been served. Selectee may also be subject to a records review prior to being appointed to this position.

Selectee will be required to complete and submit an Executive Personnel Financial Disclosure Report, OGE-278, prior to entering the position and annually thereafter.
All newly appointed career SES leaders must sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03
Incumbent may be required to travel both in the Continental United States, as well as overseas locations
The incumbent must adhere to the DoD Standards of Conduct.
Qualifications
Basic Requirement:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting.
OR Combination of education and experience: at least 4 years' experience in Performance Auditing, or an equivalent combination of performance auditing experience; college-level education and training that provided professional auditing knowledge.
A certificate as a certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
Qualifications include both leadership skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to the position. In addition to the above requirement: Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the responsibilities of this position. The best qualified candidates will be distinguished from other applicants by an evaluation panel of subject matter experts referencing the blow listed Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS:

1. Demonstrates an enterprise perspective in leading the strategic approach to budgetary planning and acquiring human capital resources for a large multi-location organization. The incumbent must possess a broad knowledge and understanding of the organizational financial management goals and human capital management goals that include recruiting, retention and professional development.
2. Expert ability to effectively communicate orally and in writing concerning complex issues and collaborate with leadership at the DoD organizational/agency level to develop and implement an organizational vision, mission, and strategic goals.
3. Expert knowledge and skill in developing organizational work plans, leading cross functional working groups to develop and implement long and short term strategies to advance organizational goals (internal and external), and establish a framework to measure and report on organizational performance.
EXECUTIVE CORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service, and are in addition to the specific technical factors listed above. To assess the executive experience of each candidate, applicants who are applying for their initial career appointment in the SES must demonstrate, with specific examples, how their experience is relevant to exercising leadership in each of the five competencies. Current or former SES Career employees are not required to address the ECQs (SES Career employees include only those appointed under Title 5 U.S.C. 3393). 4. BUSINESS ACUMEN. The ability to manage human, financial, and information resources strategically.
5. BUILDING COALITIONS/COMMUNICATION. The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
