Summary
This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), NRCS, State Resource Conservationist, New Orleans State Office.
The Farm Production and Conservation (FPAC) Mission Area is USDA's focal point for the nation's farmers, ranchers, and forest landowners for crop insurance, conservation programs and technical assistance and credit and commodity programs, and disaster programs
Applications will be accepted only from current permanent USDA employees with competitive status; and CTAP/RPL eligible candidates and permanent Farm Service County Office employees.
Serves as the NRCS representative working with other agencies and organizations and landowners interested in urban resource conservation programs.
Identifies resources needed to support operations such as funding, staff, or equipment.
Provides technical and administrative guidance to the field in the development of annual work plans, scheduling activities, maintaining records, and maintaining efficient program operations related to urban conservation to field office staff.
Arranges and conducts meeting and conferences with landowners, units of government and other interested persons and groups for the purpose of exploring soil and water resource conservation in urban areas.
Briefs State Conservationist on long-range planning efforts for urban areas and provides oneon-one conservation planning guidance and offers alternatives to solving resource concerns.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level).
Basic Education Requirement for 0401:Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR;
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
Evaluation of Education: Education that provided specialized knowledge and skills in soil and water conservation is more valuable than education that imparted broad but general knowledge and skills. Courses in soil fertility, soil chemistry, soil genesis, plant physiology, plant science, and field crops are examples of specialized courses that contribute towards meeting the required 12 semester hours as described above. Courses in the physical sciences or engineering such as geology, civil engineering, and hydrology also meet the soils, crops, or plant science course requirements where such courses included a complete introduction to the physical, chemical, and biological properties of soils.
Evaluation of Experience: Experience that included the application of techniques, principles, and methods from a variety of agricultural and natural resource fields is appropriate, given the interdisciplinary character of the soil conservation occupation. For example, experience gained in a specialized field such as soil science, forestry, or agronomy is as fully acceptable as experience directly obtained in soil conservation work.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized Experience for GS-11:To qualify for the GS-11 grade level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include work directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Advising communities on benefits of soil testing; Conducting meetings with landowners for the purpose of exploring soil and water resource conservation; Utilizing conservation software program to gather and manipulate date for various reports. OR
Substitution of education in lieu of specialized experience for the GS-11 level: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering; OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
Specialized Experience for GS-12To qualify for the GS-12 grade level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include work directly related to the line of work of the position to be filled and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Advising communities on benefits of soil testing; Conducting meetings with landowners for the purpose of exploring soil and water resource conservation; Utilizing conservation software program to gather and manipulate date for various reports; Presenting scientific information to members of the public and various professional organizations.
Note: There is no education substitution for the GS-12 level.
