Major Duties:
Provides timely and useful customer service to over 500 VA facilities and administrative offices including, but not limited to, Office of Budget, National Cemetery Administration, Office of Finance, and Office of Community Care.
Serves as a subject matter expert over invoice payment processing, budget formulation, request to pay, procure to pay, grants management accounting, reimbursable agreements, bill to collect, record to report, acquire to dispose and related functions.
Examines complex problems and formulates solutions for a full range of inquiries including the unusually complex cases or those of a delicate nature involving emerging issues.
Performs financial analysis, reconciliation and surveillance of financial management account records and the customer engagement division's financial systems interfaces to ensure accurate and timely processing of accounting transactions and the associated execution reports.
Provides input and keeps informed of procedures and processes along with related updates and changes.

Specialized experience is defined as: experience examining complex financial issues and formulating solutions; determining causes for processing delays and taking appropriate action to ensure payment; maintaining functional and technical expertise over various payment systems and financial management processes; providing financial advice and assistance work for agency programs; and performance of analysis, reconciliation, and surveillance of financial account records . OR Combination of Education and Specialized Experience: Applicants may also combine education and experience to qualify at the (GS-9) level. You must have an combination of specialized experience and graduate level education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-9. (Applicants must have a combination of specialized experience and education beyond the first year (18 semester hours) of graduate school to qualify applicants for the GS-09 level.)
