Summary

This position is located in the Financial Operations Service and Customer Experience Office, VA Financial Services Center (FSC) in Austin, TX. Incumbent will provide national customer support to VA personnel, Health Care Providers, Commercial Vendors, and Veterans. This position primarily handles issues & concerns for commercial invoice payment processing & all financial acquisition and management functions including budget formulation, grants management, bill to collect, and acquire to dispose.

Major Duties:
  • Provides timely and useful customer service to over 500 VA facilities and administrative offices including, but not limited to, Office of Budget, National Cemetery Administration, Office of Finance, and Office of Community Care.
  • Serves as a subject matter expert over invoice payment processing, budget formulation, request to pay, procure to pay, grants management accounting, reimbursable agreements, bill to collect, record to report, acquire to dispose and related functions.
  • Examines complex problems and formulates solutions for a full range of inquiries including the unusually complex cases or those of a delicate nature involving emerging issues.
  • Performs financial analysis, reconciliation and surveillance of financial management account records and the customer engagement division's financial systems interfaces to ensure accurate and timely processing of accounting transactions and the associated execution reports.
  • Provides input and keeps informed of procedures and processes along with related updates and changes.

COLLEGE GRADUATE HIRING AUTHORITY REQUIREMENT: You must have obtained a qualifying baccalaureate or graduate degree from an institution of higher education within the previous two years. Veterans who were precluded from applying due to their military service obligation (of not less than 4 years) begin their 2-year eligibility period upon release or discharge from active duty.

AND

You may qualify based on your education/experience/combination as described below:

Education: a masters or equivalent graduate degree; OR two (2) full years of progressively higher level graduate education leading to such a degree; OR a LL.B. or a J.D., if related, in an accredited college or university that demonstrates the knowledge, skills and abilities necessary to do the work of this position and that is typically in or related to the position to be filled.
OR
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-7) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: experience examining complex financial issues and formulating solutions; determining causes for processing delays and taking appropriate action to ensure payment; maintaining functional and technical expertise over various payment systems and financial management processes; providing financial advice and assistance work for agency programs; and performance of analysis, reconciliation, and surveillance of financial account records .

Combination of Education and Specialized Experience: Applicants may also combine education and experience to qualify at the (GS-9) level. You must have an combination of specialized experience and graduate level education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-9. (Applicants must have a combination of specialized experience and education beyond the first year (18 semester hours) of graduate school to qualify applicants for the GS-09 level.)

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
