Summary

The Chief Administrative Officer services as a principal advisor to the agency focusing on resource prioritization and allocation for all business support functions, including validating and integrating workforce and budget development requirements. 

Architect of the Capitol (AOC) executives serve at the pleasure of the Architect. The selected candidate for this position must be able to obtain and maintain a Top Secret security clearance.

Help

The Chief Administrative Officer:

  • Oversees significant functional areas to ensure the highest level of services. Functional areas include AOC University, Curator Division, Human Capital Management Division, Information Technology Division, Office Services Division, Policy and Special Programs Division, and Supplies, Services & Material Management Division.

  • Ensures program integrity by ensuring project data and consistency in reports; achieving program goals and scheduled completion dates; and improving risk management.

  • Leads by example; looks for innovative opportunities; ensures commitment to customer expectations; establishes consistent standards, expectations, and policies; and demonstrates genuine concern for and interest in the professional development of AOC employees.

  • Exhibits innovative and strategic planner who applies business acumen and communicates effectively, both orally and in writing.

  • Oversees the development, implementation, operation and maintenance of database platforms and enterprise-wide Business Intelligence analytics tools, websites, portals and repositories in coordination and cooperation with agency enterprise technical and functional partners.
  • Uses data analysis to influence changes to agency operations, processes and programs. Drives integration of enterprise business processes and systems, and develops and harnesses solutions utilizing latest technologies.

  • Fosters a culture of learning, sharing, cooperation and teamwork that improves efficiency and effectiveness throughout the agency.

  • Participates in agency planning and budgeting process, and assesses performance improvement initiatives.
  • Ensures execution of organization, human resources, information technology, policy and administrative support are in alignment with the AOC’s vision, and program and business plans.

Qualifications

Application Method:

Applicants must clearly show possession and demonstrated leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent for each Executive Core Qualification (ECQ) and Professional Technical Qualification (PTQ). Failure to address and meet any of the ECQs and PTQs via the vacancy questionnaire, will eliminate you from further consideration. Applicants currently serving in a Senior-Rated (SR) appointment (other than a temporary promotion), career Senior Executive Service (SES) appointment, eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and have been certified by the Office of Personnel Management do not need to address the ECQs and must address each PTQ.

ECQ 5 – Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments or international organizations to achieve common goals.

Professional Technical Qualifications:

PTQ 1 – Demonstrated experience planning and developing innovative solutions in a variety of functional areas including human capital management, information technology, office services, policies and special programs, supplies and services, learning and development, and heritage assets.

PTQ 2 – Demonstrated experience overseeing the development, implementation, operation and maintenance of database platforms and enterprise-wide Business Intelligence analytics tools, websites, portals and repositories in coordination and cooperation with enterprise technical and functional partners.

Education

This job does not have an education qualification requirement. A master’s and/or bachelor’s degree and at least five years of experience planning and developing innovative solutions in a variety of functional areas including human capital management, information technology, office services, policies and special programs, supplies and services, learning and development, and heritage assets is highly desired.

Therefore, provide only the degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.

The AOC Human Capital Management Division (HCMD) reviews each application package for eligibility and demonstration of executive experience for each ECQ and PTQ via accomplishments and experiences provided in the resume and questionnaire, and that you submitted all required documentation. An executive panel may review application packages, select candidates for interviews, and refer the best qualified to the selecting official for further consideration. The Architect of the Capitol provides final approval.
