Summary

The FBI seeks a skilled audit leader to join the Office of Internal Auditing as a Unit Chief over the Regulatory Audit Unit. This unit is responsible for conducting an annual enterprise-wide internal controls assessment audit (OMB Circular A-123), as well as supporting other enterprise-wide audits on a regular basis. Problem solving, analytical thinking, and communication skills will enable this individual to effectively manage the unit and establish enterprise audit priorities for the FBI.

Duties

Help

  • Manage regulatory audit program providing communication and guidance on audit priorities.
  • Plan, develop, and establish audit strategy for the unit.
  • Lead day-to-day coordination of the planning, execution, and reporting of the annual OMB Circular A-123 audit.
  • Lead enterprise-wide audits and surge support for other audit teams, as necessary.
  • Build and maintain liaison relationships with FBI and US Government entities.
  • Represent division on working groups, attend conferences and meetings.
  • Ensure Federal directives and Congressional mandates applicable to OIA are addressed.

Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") See OPM Qualification Standards for full details.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Qualifications

Specialized Experience (SE):

GS-15: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-14 grade level. SE is defined as follows:

  • Experience conducting or leading detailed analysis, audits, or inspections of programs.
  • Experience in accounting or resource management.
Preferred Experience: Professional audit experience is preferred, including a professional auditing certification. Additionally, familiarity with business process and/or information system internal controls processes is highly desired for this position.

Further Evaluation of Qualified Candidates: All candidates considered for an interview, will be invited to complete the Leading Skills Assessment (LSA).

The LSA is a standardized assessment which evaluates and measures leadership behavioral abilities and skills, ensuring leaders in all job categories meet the FBI's standards of proficiency in management and leadership. The LSA takes place via the telephone and simulates a "day-in-the-life" of a front-line leader or senior leader, with a candidate assuming a management role during the evaluation. Candidates will be presented with scenarios that require them, as the manager, to make crucial leadership decisions. Candidate will be scored on how they handle these situations and embody the FBI's Leadership Competencies. A passing LSA score allows you to continue towards becoming ready to apply to leadership positions in the FBI.

There are no specific study guides for the LSA and the behaviors assessed are not something that one can memorize. The LSA scenarios were designed to account for the various background of candidates while assessing the management or leadership competencies within a familiar environment. In the SL LSA, candidates are assessed based on how they demonstrated 10 of the 12 FBI Leadership Competencies during all of the scenarios. The best approach to take the SL LSA is to use study time wisely, relax, and be oneself during the interactions.
