Duties

As the Lead Program Specialist (Ethics), you will be responsible for the ethics activities which include, but are not limited to, the following functions:

  • Administers the public and confidential financial disclosure system in accordance with regulations, including the identification of filers and the submission, review, and certification of SF-278 and OGE-450 reports from ARPA-H staff.
  • Counsels' employees on ethics requirements and potential conflicts of interest; and ensures timely submission, review, and approval/certification of HHS- 520 requests and annual HHS-521 reports.
  • Administers conflicts of interest reviews related to the conduct of intramural and extramural research, including intramural investigators, grantees, and contractors, and ARPA-H appointed monitoring board/committee members, boards, and committees.
  • Develops and maintains an education and training program regarding ethics, political activities, and related topics, and the maintenance of the ethics website and related educational materials.
  • Prepares annual and ad hoc ethics reports as required by the ARPA-H, HHS, OGE and Congress or to internally evaluate operations.
  • Provide guidance on about the occasions and value of gifts permitted between employees and from outside sources, including the permitted exceptions of awards, widely attended gatherings and free attendance, and honorary degrees, and information regarding gifts from foreign entities.
  • Ensures compliance with sponsored travel and ethics regulations, providing ethics review of HHS-348 requests prior to authorization by cognizant ARPA-H official authorizing official.
  • Review information on personal activities with outside organizations, including criteria for approval, prohibitions, forms, detailed instructions for submission, and review.

Qualifications

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing administrative policies and procedures related to ethics for an organization; serving as an advisor to managers, supervisors, and individual employees on the statutes, regulations, and policies governing conflict of interest, standards of conduct, representational activities, salary supplementation, post-employment, political activity, and related ethics provisions and their responsibility for compliance; administering protocol conflict of interest reviews related to the conduct of research through the review of disclosure statements and documents; and providing analyses, interpretation, and evaluation of complex, or abstract ethics information.

  • This position is designated as a "non-emergency/teleworker" position and the selected candidate will be considered a "non-emergency/teleworker" employee. In the event of a closure, you must be available to telework or request leave.
  • This position is eligible for local remote work, a position designation where onsite presence is required only on an irregular or infrequent basis, not to exceed two days or 16 hours every two weeks.
