Duties

The Alcohol and Tax and Trade Bureau (TTB) is hiring recent graduates of statistics, math or economics under the Pathways Recent Graduates Program. TTB's Office of Analytics offers substantive work to govern and improve data, and to transform it into actionable insights. You will use a variety of tools (e.g., Tableau, SAS, etc.) to:
- Query, clean, model, and interpret raw data
- Visualize data in interesting and meaningful ways for different audiences
- Perform statistical analyses and generate formal statistical reports
- Work with stakeholders to document and refine requirements for analysis tools and data products
- Identify and solve poor data quality issues
- Maintain TTB's data inventory and data dictionaries


The following are the duties of this position at the GS-13. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.
- Analyze statistical reports to identify trends, anomalies and other items of interest, report to management on such findings, and make recommendations on how to address these findings effectively and efficiently.
- Expert advice and consultation will be provided on a broad range of critical program matters related to TTB operations, including tax collections, advertising, labeling, product integrity, case management and administrative actions.
- Expert advice and consultation will be provided to TTB staff concerning the selection of appropriate statistical methodologies for specific problem applications and overseeing the implementation of the methods selected.
- Provide expert advice and suggestions and develop and implement new or improved methods for obtaining statistical data relating to TTB operations.
- Serve as a lead in making sound planning and organizing decisions.

Qualifications

You must meet the following requirements by the closing date of this announcement.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position.) if applicable. For more information on education requirements go to Treasury's Pathways Program.

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

For the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal Service. Specialized experience for this position includes:
- Conducts analysis using statistical software to solve problems (such as Statistical Analysis Software (SAS), R studio, Python, or Structured Query Language (SQL)) AND
- Communicating analytical results in the form of written documents, graphs, charts, tables or dashboards (such as in Tableau or PowerBI); AND
- Working with open data assets, data inventories or metadata, and familiarity with OPEN Government Data Act, and Foundations for Evidence-Based Policy Making Act.
OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral. (Attach a copy of transcript or list of college courses designating semester or quarter hours earned to ensure proper credit.) (or will attain within 9 months of application).
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

For the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal Service. Specialized experience for this position includes:
- Conducts analysis using statistical software to solve problems (such as Statistical Analysis Software (SAS), R studio, Python, or Structured Query Language (SQL)) AND
- Communicating analytical results in the form of written documents, graphs, charts, tables or dashboards (such as in Tableau or PowerBI).
OR
Two years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree (or will attain within 9 months of application). Attach a copy of transcripts or list of college courses designating semester or quarter hours earned to ensure proper credit.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

For the GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal Service. Specialized experience for this position includes:
- Conducts analysis using statistical software to solve problems, such as Statistical Analysis Software (SAS), R studio, Python, or Structured Query Language (SQL).
OR
1 year of graduate-level education or superior academic achievement based on a bachelor's degree that is demonstrated through class standing (upper 1/3 of class); grade point average (3.0/4.0 overall or 3.5/4.0 in major), or election to membership in a qualifying national scholastic honor society (or will attain within 9 months of application).
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Education

Education Requirements:
You must meet the minimum basic education and/or work experience requirements for professional Statistician series in the Federal government. (Attach a copy of transcript(s) or a list of college courses designating semester or quarter hours earned to ensure proper credit).
A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT (CONTINUED):

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least 1-year of continuous service;
  • Completion of at least 40 hours of interactive training;
  • Demonstration of successful job performance; and
  • Meet the qualification standards for the position to which the Recent Graduate may be converted.
