This position is located in the DoD Office of Inspector General, Office of the Chief Information Officer. The incumbent is an IT Specialist in the OCIO that serves as an advisor to the Chief Technical Officer and performs duties as the IT Business Planning (ITBP) Division Chief. The ITBP Chief is responsible for management services and bring extensive knowledge and understanding of management practices, methods, techniques, and skill in the general management of an organization.

Duties

Help
  • Engage and interact with OIG customers and work closely with the entire OCIO leadership team, including the CIO and Deputy CIO, to oversee and execute the day-to-day activities that enables the OCIO organization to run like a business.
  • Maintain OCIOs overall governance model and mechanisms to optimize the value of IT investments, manage enterprise IT risk, and enable organizational agility.
  • Responsible for establishing processes to monitor and assess the performance of established governance to ensure mechanisms evolve with IT and governance entities are modified if under-performing or not providing the expected outcomes.
  • Oversees team of project managers that support project requests, business cases, and plan and manage specific projects within the OCIO portfolio.
  • Supports establishing and defining service level agreements (SLAs) for service offerings overall, as well as reviewing and negotiating or adjusting SLAs at times to meet specific customer needs.
  • Responsible for IT Service Management (ITSM processes for demand, project, problem, and vendor management.
  • Supports the communication of OCIO services and OCIO service value to the OIG, along with how OCIO can operationally support their goals and objectives.
  • Responsible for developing and communicating the strategic plan(s) internally within the OCIO, as well as externally to OCIO's leadership and customers and stakeholders alike, with progress being proactively measured and reported against.
  • Exercises supervision and control for staff of multi-disciplined administrative and technical personnel in IT disciplines. Identifies requirements and plans for, organizes, and distributes authorized personnel resources.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret / Sensitive Compartmented Information security clearance.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.

  • Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.
  • Position(s) may be filled by displaced Department of Defense (DoD) employees through the Priority Placement Program.

  • The ability to obtain and maintain IAM Level II certification within 6 months of hire if not already obtained.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the GS-13 grade level. Specialized Experience is defined as:
- Demonstrated experience managing projects.
- Experience managing IT Service Management (ITSM) processes for Demand and Problem.
- Knowledge and experience developing and overseeing IT governance structures.
- Experience with vendor management or working as a COR/ACOR.
- Managing personnel to include recruitment, hiring, performance, and awards.
- Monitoring Service Level Agreements (SLA) and validating with customers that the service agreement meets the mission of the organization.
- Expert communicator, both verbal and written, and able to prepare and brief professional quality presentations.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Education

Education cannot be substituted for experience at this grade level.
