Duties

Help

As Director, you will:
- Develop and implement comprehensive Bureau policy on operational matters to accomplish unique engraving and a wide range of printing and processing activities needed to produce US currency.
- Direct research and development to improve product quality, reduce manufacturing costs, and integrate world-class counterfeit deterrence into US currency and other government security documents.
- Direct engineering, technical and applied development functions to monitor the development of security printing and processing technology and industrial systems applications.
- Manage administrative programs, an industrial revolving fund, financial management, industrial services, information technology and a comprehensive human resources program, including extensive labor-management relations.
- Collaborate with the Federal Reserve System to manage inventories and currency process technologies. Develop and implement plans for the production of currency to meet the needs of the Federal Reserve Board.

SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Qualifications

You must meet the following requirements by the closing date of this announcement.

As a basic requirement, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical/Professional Qualifications (TPQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent within state or local government, the private sector, or non-governmental organizations.

Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as a SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.

EXECUTIVECORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications.

ECQ 1 - Leading Change - The ability to bring about strategic change, both within and outside the organization to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision.

ECQ 2 - Leading People - The ability to lead people toward meeting the organization's vision, mission and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. Competencies: conflict management, leveraging diversity, developing others, team building.

ECQ 3 - Results Driven - The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility.

ECQ 4 - Business Acumen - The ability to manage human, financial, and information resources strategically. Competencies: financial management, human capital management, technology management.

ECQ 5 - Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Competencies: partnering, political savvy, influencing/negotiating

Fundamental Competencies - Interpersonal Skills, Oral Communication, Written Communication, Integrity/Honesty, Continual Learning, and Public Service Motivation are cross-cutting and provide the foundation for success in each ECQ. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results using the challenge, context, action, and result model described on OPM's SES website listed below. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applicants should not enter "Refer to Resume" to describe your experiences. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages.

TECHNICAL/PROFESSIONAL QUALIFICATIONS (TPQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the TPQs to be rated eligible for this position. Please limit the responses to 1 page per TPQ.

TPQ 1:
Demonstrated experience in leading and providing executive level management oversight of a complex manufacturing operation, research and development methodologies, program and project management, and administrative management; in a manner that establishes and implements effective programs and policies critical to the overall mission.

TPQ 2: Demonstrated experience managing and integrating all phases of the administrative, operational, and other technical services which affect the manufacturing and production activities of a large geographically dispersed unionized organization to accomplish current, short- and long-range program goals and objectives.

TPQ 3: Demonstrated experience working collaboratively with internal and external stakeholders to develop a strategic vision and set of priorities for a manufacturing organization, and then successfully leading and driving their implementation in complex and demanding environment.

TPQ 4: Demonstrated experience in the ability to effectively communicate complex and sensitive policy issues and solutions, both orally and in writing to management, Senior Executives, or private sector equivalents, internal and external to the agency.

TPQ 5: Demonstrated experience and knowledge in implementing processes and innovative technologies to improve the performance of the organization's manufacturing products and operating processes.
