Help

As a Social Scientist/Physical Scientist, you will perform the following duties:

  • Work closely with heat and health research and practitioner communities - especially industry partners in critical infrastructure areas, and to service providers to at-risk communities bearing a disproportionate heat burden - on interdisciplinary questions important to heat and health communities. Lead efforts with stakeholders and practitioners to understand complex heat and health risks in a changing climate.
  • Facilitate the identification and translation of research, observation, and climate service requirements for the heat and health community and to inform National Oceanic and Atmospheric Administration (NOAA) Programs and Laboratories. Collaborate with an interdisciplinary research community and relevant communities of practice to understand research needs and develop research agendas.
  • Coordinate the implementation of strategic and other plans. Participate on specific heat, health, critical infrastructure, and at-risk community projects, and coordinate across NOAA line offices. Provide support in the management of budgets, project planning, and execution. Provide support in the management of Federal competitive grants research competitions. Participate in meetings to promote further awareness of research findings, building communities of practice around joint interests, sharing lessons, and engagement and implementation approaches.
  • As a subject-matter expert, work across partnerships at the local, state, Tribal, Federal, and international levels, to promote the transfer of knowledge and products from research to heat-related decision making. Coordinate agency and interagency committees and teams and support NOAA engagement in international heat and health committees and groups.
NOTE: These duties are described at the full performance level of the ZP-4; the ZP-3 is developmental leading to such performance.

This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replace the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-3 is equivalent to the GS-11/12.
The ZP-4 is equivalent to the GS-13/14.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position may be filled with series 0101 (Social Science) / 1301 (General Physical Science). Each series requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience or a substitution of education for experience (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet one of the following basic education requirements:

To qualify for the 0101 series:
EDUCATION:


A. Degree: behavioral or social science; or related disciplines appropriate to the position.

OR

B. Combination of education and experience:
that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

C. Four years of appropriate experience:
that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

To qualify for the 1301 series:
EDUCATION:

A. Degree:
physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education an experience:
education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

AND
SPECIALIZED EXPERIENCE:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To quality at the ZP-3 or GS-11 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Individual Occupational Requirement, applicant must also possess one full year (52 weeks) of specialized experience equivalent to at least the next lower pay band ZP-2 or GS-09 grade level in the Federal service. Specialized experience MUST include all of the following:

  • Assisting in developing issues related to climate change science for use in stakeholder engagements (e.g. tribal governments, government agencies, science communities, community-based organizations, etc.) on the changing climate's impact on health risks;
  • Applying scientific methods to understand the information needs of climate adaptation stakeholders or connection between adaptation and human welfare outcomes; and
  • Participating in collaborating with interdisciplinary research community or affected community-based constituencies on adaptive or resilience-building strategies.

OR

SUBSTITUTION OF EDUCATION:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of graduate level education and experience as described above.

Note: Only graduate education in excess of two full years is qualifying for a combination of education and experience.

To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the Individual Occupational Requirement, applicant must also possess one full year (52 weeks) of specialized experience equivalent to at least the next lower pay band ZP-3 or GS-12 grade level in the Federal service. Specialized experience MUST include all of the following:

  • Participating in planning and coordinating stakeholder engagements (e.g., tribal governments, government agencies, science communities, community-based organizations, etc.) on climate change science and its relevance to health risks;
  • Working with the interdisciplinary research community and affected communities on adaptive and resilience planning and strategies;
  • Contributing to developing and modernizing communication, information sharing and literacy on issues related to climate-health risks; and
  • Participating in conducting presentations on climate adaptation research, applications and societally beneficial outcomes.



Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Note: Your college transcript is used to verify successful completion of degree, or college course work. An official college transcript will be required before you can report to duty.

Special Instructions for Foreign Education: Education completed in foreign colleges or universities must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website. You MUST provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation by the closing date of the announcement will result in lost consideration. Well-qualified for CTAP and ICTAP eligibility includes those candidates who have been determined to exceed minimum qualifications for the position by attaining at least a rating of 85, but otherwise may or may not be among the highly or best-qualified candidates. Non-Competitive Reinstatement to a Higher Grade/Band than Previously Held MUST submit the following documents:
1. SF-50, "Notification of Personnel Action: you must provide the most current Notification of Personnel Action (Form SF-50) that verifies career/career-conditional status, title, series, and highest grade level held on a permanent basis for your previous position. (do not submit an Award SF-50) AND, the SF-50 that verifies your separation date; AND.
2. Performance Appraisal - most recent performance appraisal showing the official rating of record, signed by a supervisor, or statement why the performance appraisal is unavailable. Do not submit a performance plan that does not include this information.
