Summary

This position is located in the DoD Office of Inspector General, Office of the CIO. The incumbent is an IT Specialist that performs duties as the Applications and Business Systems (ABS) Division Chief and is responsible for the portfolio of applications and IT systems that support the OIG lines of business. They bring experience and knowledge of transforming the ABS function to include operations, services, workforce, and application transformation with a focus on migration to cloud solutions.

Duties

Help
  • Responsible for collaborating with the Deputy CIO, OCIO leadership team and other applicable stakeholders to develop the technical direction for Business Systems and associated technology needed to support the OIG.
  • Responsible for contributing to the development of technical strategies that align to OIG or OCIO goals and objectives.
  • Oversees the development and configuration of COTS, GOTS, and SAAS software applications and automation solutions that are associated with Business Systems.
  • Responsible for collaborating with the Chief Architect, OCIOs Enterprise Architecture Program, and appropriate technical subject matter experts to compile and maintain IT business systems/applications standards.
  • Partners with Cybersecurity to ensure the Business Systems technology security baselines are met and security risks, vulnerabilities or improvements are implemented throughout the full security and risk management lifecycle.
  • Supports the communication of OCIO services and OCIO service value to the OIG, along with how OCIO can operationally support their goals and objectives.
  • Plans and manages specific programs and projects within the Business Systems portfolio according to established guidelines and best practices.
  • Responsible for tracking, reporting, and improving all metrics and key performance indicators for processes residing in your division. Ensure ITSM processes are operating efficiently and develop improvements where needed.
  • Participate in the IT Service Management Board as required. Take ownership of process issues and provide recommendations to the board for mitigations and resolutions.
  • Responsible for establishing and defining service level agreements (SLAs) for service offerings overall, as well as reviewing and negotiating or adjusting SLAs at times to meet specific customer needs.

  • Position has been designated as Special Sensitive. Incumbent is required to obtain and maintain a Top Secret/Sensitive Compartmental Information security clearance.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The ability to obtain and maintain IAM Level II certification within 6 months of hire if not already obtained.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Applicants must demonstrate that they meet the Basic AND Minimum Qualification requirements as noted below.

Basic Requirement: Applicants must have IT-related experience demonstrating the following competencies appropriate to, or above, the level of this position. Your resume and work experience should clearly support your ability to meet these competencies and will be evaluated as part of the entire application process.
Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards.
Customer Service - developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs.
Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience.
Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the GS-13 grade level. Specialized Experience is defined as:
- Demonstrated experience performing duties in managing application support operations;
- Rationalize applications to migrate to cloud, migrate workloads to cloud, and build and sustain applications in a cloud environment;
- IT Service Management related to application support processes and teams, personnel, support contracts, policy, governance and compliance;
- Manage personnel to include recruitment, hiring, performance, and awards;
- Plan and direct customer service programs;
- Deliver IT services in accordance with agreed business requirements in conjunction with customers and stakeholders;
- Monitor Service Level Agreements (SLA) and validating with customers that the service agreement meets the mission of the organization;
- Communicate, both verbal and written, and able to prepare and brief professional quality presentations.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

Education cannot be substituted for experience at this grade level.
