Help

This position will:

  • Serve as a senior data management and information technology expert overseeing IT specialists with diverse skill sets in technology, data management, data science, business requirements gathering, and organizational change management.
  • Capable of both supervisory and leadership duties in managing high performance teams as well as having a capability to deliver autonomous work.
  • Provide expert advice and help guide Federal agencies at an executive level to understand how data science can help them achieve mission objectives.
  • Work with Federal agencies at an executive level to define business requirements that could be achieved through data science tools, methods and processes.
  • Oversee and provide guidance for the design of experiments, testing of hypotheses, and building data models.
  • Prepare and deliver briefings to senior technology and business executives that demonstrate how data science capabilities in such areas as artificial intelligence, and machine learning are helping their respective agencies function more effectively and efficiently.
  • Oversee and helps teams composed of multiple organizations to implement advanced data analysis and highly complex designs algorithms and helps senior and executive managers understand the results.
  • Advise and help teams create advanced statistical and predictive modeling techniques to build, maintain, and improve on multiple real-time and near real-time decision systems.
  • Define alternative approaches, oversees, and helps team model complex process and workflow problems, discover insights and identify opportunities through the use of statistical, algorithmic, data mining and visualization techniques.

Qualifications

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
IN ADDITION: To qualify, applicants must have one year of specialized experience equivalent to at least the GS-14 level. Specialized experience is defined as experience in overseeing diverse data science and business & technology project teams; advising mission critical objective to executive level managers; guiding the implementation of advanced data analysis and complex design algorithms; and translate business needs into the organization's operational system requirements.

Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
