Summary

Serves as Attorney-Adviser in the Office of General Counsel (OGC), International and Space Law Practice Group (ISLPG). ISLPG reviews NASA's international agreements to ensure compliance with applicable statutes, regulations, and policies and advises on a wide range of international issues. Requires legal expertise on subjects such as: international law; outer space law; sanctions; export compliance and control; and interagency coordination relative to U.S. regulation of space activities.

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Provide a broad range of legal advice, counsel, and assistance on policy development, interpretations of statutes, and international agreements.
  • Provide legal advice and counsel concerning NASA issues and activities involving international law, transactions with foreign government entities, and international organizations.
  • Maintain currency with the body of treaty, statutory, regulatory, and judicial requirements relating to international law.
  • Support drafting, negotiating, and concluding agreements with international partners including foreign governments, space agencies, companies, academic institutions, and international organizations.
  • Provide legal support for the NASA export control and sanctions functions.

Qualifications

Basic Requirements for all grade levels: You must possess a Juris Doctor (J.D.) or Bachelor of Laws (LL.B.) degree from a full course of study at a law school accredited by the American Bar Association; be an active member in good standing of the bar of any state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and have been admitted to practice law before a state or federal court.

To qualify for the GS-13: you must meet the basic requirement for all grade levels (as outlined above).
In addition, one of the following requirements must be satisfied:

One year of directly related specialized experience equivalent to the GS-12 level:
  • Advising on issues of public or private international law, such as agreements or transactions with foreign entities;
  • Interpreting and applying laws, treaties, regulations, or policies to specific agreements, transactions, export control or sanctions issues, or other matters; and
  • Reviewing proposed policy, regulation, or procedural changes to determine impact on clients.
OR

A graduate law degree (e.g., Master of Laws/LL.M.) and 1 year of professional legal experience equivalent to the experience described above.

To qualify for the GS-14: you must meet the basic requirement for all grade levels (as outlined above).
In addition, one of the following requirements must be satisfied:

One year of directly related specialized experience equivalent to the GS-13 level:
  • Advising on issues of public or private international law, such as agreements or transactions with foreign entities, as a lead attorney;
  • Interpreting and applying laws, treaties, regulations, or policies to specific agreements, transactions, export control or sanctions issues, or other issues as a lead attorney; and
  • Reviewing and advising on proposed policy, regulation, or procedural changes to determine impact on clients.
OR

A graduate law degree (e.g., Master of Laws/LL.M.) and 1 year of professional legal experience equivalent to the experience described above.
