Duties

Help
  • Plans, designs, initiates, carries out, evaluates and amends programs, projects, studies and other major program functions, resolving problems independently.
  • Develops and executes strategic public affairs programs and campaigns that leverage all available communications conduits and emerging technologies.
  • Responsible for planning, initiation, direction, coordination, staff supervision, and review of the USACE Public Affairs Program.
  • Minimizes requirements to react to public response to Corps programs or actions by being actively engaged with HQ US Army Corps of Engineers Staff in preparing communications plans for all programs.
  • Answers media queries that are sensitive in nature and include topics which may draw adverse public attention or be subject to misunderstanding if not properly explained.
  • Evaluates the efficiency and effectiveness of the command's overall Public Affairs Program, making changes and adjustments as required to improve performance in meeting command objectives.
  • Develops policies and procedures for the USACE Public Affairs Program and activities.
  • Exercises the full range of supervisory personnel management responsibility and authority in directing staff in
  • Identifies existing or potential problem areas and recommends communications strategies.
  • Support major subordinate commands in the development and implementation of regional and local communications plans.
  • Identify areas in need of emphasis and leadership throughout USACE to meet USACE-wide public affairs needs.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: Plans and executes public affairs campaigns to convey complex information to internal and external audiences. Provides Public Affairs guidance and support to subordinate offices and/staff about community involvement processes and responding to the media, public and other stakeholders. Coordinates with subject matter experts and other agencies as needed for the development of key messages, developing stories and talking points on programs that will enable the organization to speak with "one voice" on critical issues. Oversee staff. Utilizes story telling to convey information in a variety a media such as: feature articles, newsletters, Web sites, brochures, pamphlets, speeches, briefings, social media posts.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
