This position is located in the Executive Office of the President (EOP), Office of Management and Budget (OMB), Office of Federal Financial Management (OFFM). OFFM serves the EOP in setting the strategic vision and governmentwide priorities for Federal financial management and guiding continuous improvements in agencies' execution of that vision, consistent with the law, to maximize value for the American people. Through engagement with senior leaders across the Federal Government, OFFM identifies high-value areas to improve and transform financial management operations.
The Branch Chief of OFFM serves under the general direction of the Controller and Deputy Controller. The Branch Chief of the Financial Management Mission Delivery Branch is responsible for developing, planning and implementing governmentwide programs and policies pertaining to the Federal financial management portfolio that consists of: Foundational Financial Management (e.g., Payment Integrity, Financial Systems, Financial Reporting, Debt Collection, Internal Controls), Real Property, Federal Financial Assistance Management, and Coordination with the Oversight Community.
The Financial Management Mission Delivery Branch Chief plays a critical role in managing the completion of governmentwide projects, and in handling the negotiation of sensitive items with OMB and agency colleagues, and policy officials across EOP.
As Branch Chief of the Financial Management Mission Delivery Branch, some of your typical work assignments may include:
Leading staff in analyzing and providing guidance and assistance in executing financial management policy solutions by serving as a thought-partner to stakeholders and customers.
Supporting the Administration's efforts to improve Federal financial management through transforming how the government works and delivering a government that is smarter, more effective, and more efficient.
Designing and communicating a strategic vision for the organization and implementing activities to increase business efficiency and service delivery including creating communication and staff training plans to enable smooth implementation of strategies.
Working very closely with Resource Management Offices within OMB on financial management policies and across the EOP to encourage closer collaboration and build consistency with GSA, Treasury and HHS who serve as the management agencies over certain portfolios.

Typically, experience of this nature will have been gained at or above the GS-14 or GS-15 grade level in the federal service or its equivalent in the private sector.

The Office of Personnel Management has identified five executive core qualifications (ECQs). The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential-not technical expertise.
They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.)
