Summary

This position is located in the Office of the General Counsel in the Enforcement Division. The Enforcement Division has several teams. The incumbent works on one of the teams under the official supervision of an Assistant General Counsel for Enforcement, but may also receive technical direction and specific assignments from the Associate General Counsel for Enforcement, other Assistant General Counsels, and senior and staff attorneys.

This is a Bargaining Unit position.

The incumbent will be responsible for researching and analyzing complex legal issues, including regulatory and constitutional issues; providing organizational and administrative support, such as managing, organizing, and indexing information gathered in investigations; assisting in proofreading reports, letters, and attachments; examining and processing a variety of legal documents; preparing draft correspondence, memoranda, or reports that include all pertinent facts; and using electronic or manual filing systems to acquire and store information.

As the Paralegal Specialist in this position, you will:

  • Assist in conducting legal and factual research which is necessary for developing the analysis of issues pertaining to the civil enforcement of the federal campaign finance law.
  • Examine and process a variety of legal documents.
  • Assist in proofreading correspondence to check accuracy of reports, letters, attachments, and memoranda.
  • Prepare draft correspondence, memoranda, or reports that include all pertinent facts.
  • Use electronic or manual filing systems to acquire and store information.
  • Participate with the attorneys in the preparation for and taking of depositions.
  • Provide organizational and administrative support, such as managing, organizing, and indexing information gathered in investigations.
  • Perform other paralegal duties requiring discretion and independent judgment.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

GS-09:
Specialized Experience:
One full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in the private or public sectors) performing paralegal or legal work such as: (1) examining and processing a variety of legal documents; (2) conducting research, analysis and evaluation of data; (3) using electronic or manual filing systems to acquire and store information; and (4) searching and reviewing legal references, case files, and other sources for information and data required by attorneys.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11:
Specialized Experience:
One full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing paralegal or legal work such as: (1) researching and analyzing complex legal issues, including regulatory and constitutional issues; (2) organizing and indexing case documents in multiple databases, and ensuring all documents, both paper and electronic, are properly preserved; (3) preparing draft correspondence, memoranda, or reports that include all pertinent facts; and (4) preparing ad hoc and periodic statistical reports, as requested by the organization.
OR
Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

In addition, you must provide a cover letter describing your experience with the competencies identified below:

Handling Factual Material- Ability to gather, synthesize, and organize factual material while utilizing database management, including relational databases and spreadsheets (e.g. Access, Law Management software, Excel or MS Project); ability to assist attorneys in the preparation for and taking of depositions and in conducting witness interviews.

Legal Research- Ability to conduct legal research, utilizing legal computerized research systems.

Writing- Ability to write clearly, concisely and persuasively, particularly when complex legal issues are involved; experience with preparing correspondence, including letters and memoranda.

Communication- Ability to communicate - both written and oral - including the ability to have productive relationships with colleagues and others within and outside the agency.

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you received a degree, the transcript must show the date the degree was awarded or conferred.

A self-created transcript, or a list of courses you have prepared, is not acceptable.


Foreign education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
