Duties

Help
  • The duties may include, but are not limited to:
  • Formulates Agency wide policies and procedures for end use testing of grain, oilseeds, rice, peas, beans, lentils, and processed products under the USGSA and AMA.
  • Reviews and revises instructions including handbooks, directives, and notices.
  • Prepares proposed and final rulemaking dockets for publication in the Federal Register to establish or revise regulations.
  • Resolves a variety of testing problems ranging from routine to unprecedented.
  • Responds orally and in writing to technical inquiries from field locations, domestic and foreign trade members, Congress, Federal Government agencies, and other sources.
  • Designs and conducts studies to develop improved USGSA and AMA procedures to analyze current program operations.
  • Analyzes technical data, statistical sampling plans, market conditions and practices, inspection methodology, and new technology to determine program improvement possibilities.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Apply knowledge of the impact of weather conditions during growing season through harvest to explain to stakeholders the impact on end-use quality of harvested grains, oilseeds, rice, and pulses.
  • Formulating policies and procedures for end-use testing of grain, oilseeds, rice, peas, beans, lentils, and processed products under the U.S. Grain Standards Act (USGSA) and Agricultural Marketing Act (AMA).
  • Providing technical advice to the appropriate Agency personnel on official standards and proposed regulations.
  • Responding to technical inquiries from field locations, domestic and foreign trade members, Congress, Federal Government agencies, and other sources.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Worksite Information: This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. For CTAP & ICTAP, well-qualified means that the applicant meets the qualification standard and eligibility requirements for the position, meets basic qualification requirements, meets all selective factors where applicable is able to satisfactorily perform the duties of the position upon entry, and is rated at 85 or above on the applicant assessment.
