  • Contracting Operations: Plan and direct the Division of Acquisition Policy's activities to ensure the Agency's acquisition management practices and activities comply with legal and regulatory requirements. Establish national policies and procedures to accomplish Agency's acquisition program goals and objectives.
  • Serve as Agency Representative: Establish and maintains effective working relationships with the Agency's Directors, the Agency's Area Chief Contracting Officers (CCO), the Office of the Secretary (OS), the Office of the Assistant Secretary for Financial Resources (ASFR), and other operating divisions within the DHHS, other Federal agencies (e.g., Department of the Interior, Department of Veterans Affairs, Department of Commerce, Department of Defense), Indian tribal governments, tribal organizations, State and local governments, and educational institutions.
  • Serve as an Advisor to Agency Procurement Activities: Provide expertise and assistance to the Agency's Office Directors, Area Directors, and other key staff. Provide comprehensive planning and direction for procurement operations. Establish metrics for Agency's acquisition operations at Headquarters and Area levels to assess efficiency, effectiveness, and compliance with regulatory procedures.
  • Supervisory Duties: Assign work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Training: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Education: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Serve as a Supervisory, Senior Level Official and Contracting Officer with an unlimited Contracting Officer's Warrant with wide responsibility for federal contracting. Develop and enforce all contracting policy for a national or agency contracting and procurement program. Oversee market research to determine set-aside status and available marketplace for major, complex acquisitions to include construction projects; Manage and direct acquisition projects; Oversee and approve source selection plans and solicitations for major contracts or projects; Oversee cost or price analysis; leading negotiations on high dollar, complex acquisitions; Respond to Requests for Equitable Adjustments, Contract Disputes, Unsolicited Proposals, Protests and Claims; and closeout or termination of contracts.
