EXECUTIVE ROLES AND RESPONSIBILITIES:

  • Provides strategic and operational expertise. Participates in major decisions and general management of the Division and/or Agency.
  • Oversees the management of assigned organizational unit and/or program area, directing and coordinating the implementation of programs and policies for assigned functional area. Analyzes the implications and impact of current and proposed policies, programs, and practices, with broad discretion to approve courses of action and resolve significant concerns.
  • Leads, motivates, and develops a staff of employees. Evaluates performance in accordance with FHFA guidelines; has authority to make a broad range of human resource decisions including hiring, promotion, adverse actions, performance evaluation/awards and the development/training/mentoring of staff. Models innovation, creativity, and excellence and encourages the development of those competencies throughout FHFA. Performs these duties following and promoting equal employment opportunity principles and Agency policies.
  • Establishes objectives and goals in support of the Agency/organization's mission and strategic/operating plans. Develops short- and long-term plans and establishes priorities for the organization. Plans and manages resources with accountability for achievement of organizational goals and objectives consistent with Agency direction and policies.
  • Provides advice as a technical authority on complex, mission critical areas where topics have little or no precedent and broad implication.
  • Performs other special assignments of a responsible, urgent, and often sensitive nature.

FUNCTIONAL ROLES AND RESPONSIBILITIES:
  • Represents the Director at meetings with members of Congress and their staffs, GSE executives and staff, senior level Federal and state officials, industry representatives, trade and advocacy groups, members of the press, and the general public. Manages and directs the agency's external communications and its outreach to these groups and ensures that the agency establishes and maintains a constructive set of relationships with each of these groups. Acts as an agency spokesperson and as a leading agency expert on the agency's mission, activities, policies, and generally on all matters and Federal programs relating to housing and housing finance.
  • Establishes the development and implementation of a consistent, coherent program of agency communication that clearly delineates agency positions and effectively communicates those positions to all outside parties and internally to agency staff. In that process, ensures that competing interests and views, internally and externally, are known and considered in developing agency positions, and strategically and proactively manages stakeholder reactions. Specific responsibilities include oversight of the development and review of all internal and external agency communications, speeches, testimony, press and news releases, reports to Congress, research papers, and so on.
  • Develops and implements the agency's program with respect to all matters of educating and informing the public with regard to FHFA's mission, responsibilities, policy, supervisory views, and activities.
  • Oversees and supervises the coordination of all public communications and congressional communications involving the Enterprises in conservatorship and the agency as conservator.
  • Oversees developing and coordinating the agency's policy positions on legislative and regulatory matters, and on issues involving coordination with other Federal or state regulatory bodies. Advises the Director and other agency executives on areas of public interest and recommends policy positions and associated communication strategies. Monitors and reports on legislative activity of interest to the agency, develops legislative options in furtherance of the agency's goals and mission, and oversees a pro-active congressional affairs program consistent with the agency's mission, responsibilities, and policies.
  • Supervises and directs other executives, managers, and staff responsible for the day-to-day management of the agency's congressional relations, media affairs, industry relations, public correspondence, agency communications, agency internet and intranet sites, agency newsletters, speechwriting, other communications (external and internal) from the Director, and agency reports and testimonies. As the senior executive for all these functional areas, retains ultimate responsibility for the development and achievement of agency goals in these areas.

Qualifications

Qualifying experience for the LL-301-01 level includes one year of specialized experience at the equivalent to EL/GS-15 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

  1. Demonstrated experience leading legislative discussions and analysis; including working directly with legislators and external stakeholders on policy, legislation, and regulations that encompass housing finance policy and/or the secondary mortgage market.
  1. Demonstrated experience developing and managing relationships with House Financial Services Committee or Senate Banking Committee offices.
  1. Demonstrated experience leading media and stakeholder programs, developing strategies to include proactive relationship-building, strategic analysis of policy positions of various stakeholders, as well as dissemination of informational materials to the general public and news media.


Required Selective Placement Factor: Must have applied knowledge of legislative, regulatory, or economic issues related to housing finance to develop communication strategies, plans and programs to address an Agency's/Corporation's policies, programs, and activities.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
