Within BIS, the Office of Information and Communications Technology and Services (ICTS).
Serves as the principal advisor to the Under Secretary and Assistant Secretary for Export Administration on complex matters related to national security issues stemming from foreign adversaries accessing and exploiting critical information and communications technologies and services.
Oversees the development of the ICTS Office and is responsible for the ICTS Office fulfilling its mission.
Oversees and leads the resources for the ICTS program and is responsible for its annual budget.
Represents the bureau and the Department, as required, at meetings with interagency partners and the National Security Council, hosts interagency events to secure agreements, and works with the State Department to interface with international organizations and governments on ICTS related issues and concerns.
Oversees the development, coordination, implementation and management of regulations, policies, and rules to implement the EOs that form the basis for the office mission.
All members of the SES are subject to geographic relocation.
A one-year probationary period is required for new SES members.

Qualifications
To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Professional/Technical Qualifications:
Demonstrated knowledge and experience leading complex organizations, to include leading people and developing strategies to effectively employ resources.
Demonstrated knowledge and experience coordinating work efforts with internal and external stakeholders, to include building consensus around complicated issues.
Demonstrated knowledge and understanding of information or communications technology, critical infrastructure risks, connected software risks, and/or cyber and data risks.

Background Investigation/Clearance: This position is designated as Top Secret.
Financial Disclosure: This position is covered under the Ethics in Government Act, which requires comprehensive financial disclosures from employees.
