Duties

Help
  • Performs consultation to unit personnel regarding: historic preservation program management; historic property evaluations (includes Determinations of Eligibility for the National Register of Historic Places).
  • National Register of Historic Places nominations; historic property management plans and historic property rehabilitation, restoration and adaptive re-use plans; and professional interpretation of the National Environmental Policy Act (NEPA).
  • Performs consultation with other Forest Service program areas, state and tribal historic preservation offices, the Advisory Council on Historic Preservation, and other federal, state, and local agencies, and the public.
  • Identifies projects, manages project budgets, completes work within appropriate timetables, organizes and performs project components including preparation of reports, maps, inventories, and records.
  • Develops contract specifications for project work and acts as COR or inspector.
  • Initiates outreach in heritage management planning as well as market offerings and services to potential clients and establish work order agreements.
  • Establishes relationships with clients, provides technical assistance, consultation, and guidance on heritage issues and projects as well as management of cultural resources and heritage programs.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

You must possess the Basic Requirements identified below to be considered qualified for this position, which includes all positive education requirements if applicable. Transcripts must be provided for qualifications based on education. When using previous work experience to qualify for the position, your resume must clearly detail the appropriate experience requirements.

Basic Requirement:
Degree: History; or related field that included at least 18 semester hours in history.

OR
Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown above, plus appropriate experience or additional education.

Graduate study in the social sciences or humanities may also be credited when such study included training in historical research methodology; or the thesis approached the subject from an historical viewpoint and used professional historical research methodology and techniques in its preparation

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

GS-09: Applicants must have one year of specialized experience equivalent to at least the GS-7 grade level.

Examples of specialized experience include: Performed work assignments utilizing historical research methodology; work selecting the sources, plans of approach and laying out the methods for historical research and evaluation assignments; presented historical research findings for review by a supervisor or historians of higher grades; assisted in work for the preservation and retention of heritage assets such as heritage curation and interpretation or historic preservation and restoration; or work that included researching, writing, or teaching American architectural history or restoration architecture.

OR

Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

OR
Combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Assessment Questionnaire.
