Duties

Help
  • Performs library technical services for creation, transformation, curation, management, and application of descriptive, structural and administrative metadata.
  • Directs and coordinates acquisition, description, cataloging, and loading workflows for physical and digital media.
  • Creates, manages, and enhances bibliometric, scientific, and cultural heritage metadata representing NAL's digital and physical collections.
  • Supports metadata schema technical implementation through software applications by requirements gathering, testing, and documentation activities.
  • Analyzes library workflows and software applications influenced by metadata standards and schemes such as extract, transform, and load (ETL), cataloging, and search and discovery applications.
  • Provides advice on legacy, current, and emerging trends in metadata standards.
  • Maintains awareness of current developments in library automation and technical services through professional development and continuous improvement activities.
  • Prepares and present briefings to senior management concerning complex library systems programs and initiatives; to present new policies and procedures in a concise, organized and logical manner.
  • Performs technical services and instructs team members in matters of informatics and the use of metadata schemas and file formats and their application in ingest, workflow, and access technology.
  • Prepares complex technical documents for use by staff in performance of their duties and by vendors who must understand statements of work so they can prepare quotes and responses that reflect a firm understanding of the work to be performed.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirement:
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
OR
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
AND

In addition to the basic requirements above, all applicants must also meet the following minimum qualification requirements:

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing library technical services for bibliographic, scientific, and cultural heritage metadata; directing and coordinating acquisitions, descriptions, cataloging for physical and digital media; evaluating library workflows and software applications; and providing metadata consultation services for project teams and guides education and outreach activities for internal staff and external stakeholders.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
