Assists the AIGA in overseeing audit staff in planning, developing, and conducting multiple complex financial, performance and information technology audits to improve economy, efficiency, effectiveness and accountability in SBA programs and operations and limit opportunities for fraud, waste and abuse while ensuring compliance with Generally Accepted Government Auditing Standards.
Assists staff in the timely planning, development, and production of high-quality written reports that contain actionable and substantive recommendations. Oversees oral briefings for senior leaders regarding findings and status of complex audits.
Collaborates with the Director of Audit Operations to ensure the efficiency and effectiveness of division operations. Assists in maintaining a quality control system to ensure all audits are performed in accordance with established professional standards.
Helps maintain policies, procedures, and techniques used by audit staff and identifies areas where additional clarification and/or updates are needed.
Assists in development and implementation of the annual oversight plan, addressing high risk and impact issues across Agency programs and activities, including those with potential financial benefits.
Assists the AIGA in establishing long-term staffing goals, preparing staffing and program budget requests and justifications, and ensuring the efficient allocation of resources.
You must successfully complete a Top Secret security clearance. Candidates who do not complete the required security clearance paperwork by the pre-determined due date, will be disqualified.
You must complete a one-year supervisory probationary period, if applicable.
You must meet the Position Education Requirement.
Qualifications
Applicants must meet all basic requirements for this position.
POSITIVE EDUCATION REQUIREMENT:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting; OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; OR
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.
Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the ECQs and MTQs outlined below. EXECUTIVE CORE QUALIFICATIONS (ECQs):
