Duties

Help
  • Expands and improves the crop insurance program throughout the region using various resources by staying abreast of agricultural developments and conditions.
  • Assess the need and interest for agricultural risk management tools for producers of specific agricultural commodities.
  • Research, assemble and release crop insurance actuarial materials (rates, coverage levels, prices, program dates, codes).
  • Participate in rating crop insurance and agricultural determinations. Utilize agricultural and crop insurance related principles, concepts, methods and practices to ensure compliance with actuarial soundness statutes.
  • Perform outreach activities to support the successful development and delivery of agricultural risk management tools and education.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date 07/10/2023 of the announcement including specialized experience and/or education, as defined.

Specialized Experience for GS-09:

  • One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-7 grade in the Federal service. Experience that demonstrates a fundamental knowledge of agricultural programs, policies, procedures, and regulations applicable to crop production, crop insurance, farming, agriculture, agriculture cycle and trends, and/or agricultural risk management practices, with skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems of a procedural or factual nature related to agriculture or crop insurance.
    OR
  • Completion of at least two full academic years of progressively higher level graduate education resulting in a masters or equivalent graduate degree from an accredited college or university with a major in a field of study in agriculture, agricultural business (agribusiness), agricultural economics, animal science, farm management, agronomy, horticulture, soil science, agricultural actuarial science or statistics, or any other field directly related to the field of agriculture OR
  • A combination of graduate level education and specialized experience. Only graduate education in excess of the first year (18 semester hours) may be combined with experience.
Specialized Experience for GS-11:
  • One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-9 grade in the Federal service. Experience that demonstrates planning, conducting and implementing research and analysis pertaining to agriculture, agricultural business data, or crop insurance business support processing system issues; including applying analytical and investigative techniques while evaluating agricultural problems and conducting detailed analysis of complex agricultural functions, crop insurance data and/or work processes to ensure uniform and consistent application of crop insurance underwriting policy, crop insurance loss procedures, agricultural laws and other legal and procedural requirements for an agricultural or crop insurance business.
    OR
  • Completion of at least three full years of progressively higher-level graduate education resulting in a Ph.D. or equivalent doctoral degree from an accredited college or university with a major in a field of study in agriculture, agricultural business (agribusiness), agricultural economics, animal science, farm management, agronomy, horticulture, soil science, agricultural actuarial science or statistics, or any other field directly related to the field of agriculture; OR
  • Combination of graduate level education and specialized experience. Only graduate education beyond the second full year (36 semester hours) may be combined with experience.
Specialized Experience for GS-12:
  • One full-time year of specialized work experience equivalent in difficulty and responsibility to the GS-11 grade in the Federal service. Experience that that includes but is not limited to interpreting requirements for the implementation and administration of new or revised agricultural or crop insurance related legislation or regulatory changes to crop insurance or agricultural programs, policies and legislation; ensuring uniform and consistent application of agricultural or crop insurance related policies and laws; and developing or modifying agricultural risk management and agricultural crop insurance programs and performing evaluations to an agriculture or crop insurance related business to ensure their efficiency and effectiveness.
