SBSE Headquarters Collections, Quality, and Technical Support

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • The incumbent coordinates, or assists with the coordination of, Collection Automation software and hardware updates, contributes to rewrites of user guides and job aides as necessary, and with input from Headquarters staff, assists with training needs for the specified area of operation. This includes, but is not limited to, assisting with the testing requirements for all programs and assisting users with program support as well as installation. Assists managers and revenue officers by troubleshooting Collection Automation software and hardware problems involving unusual case activities or inventory management issues. In regard to all Collection programs, conducts or participates actively in presentations, training sessions and/or briefings for various levels of management and field personnel as needed.
  • The incumbent may act as the local help desk for field management and end users regarding other programs that may require assistance with the use of automated collection and overall IRS computer systems and applications. These programs include, but are not limited to, the Integrated Collection System (ICS)/Entity, Automated Lien System (ALS), the Automated Offer in Compromise program (AOIC), the Integrated Data Retrieval System (IDRS) and the Automated Trust Fund Recovery Penalty program (ATFR). The incumbent assists field personnel with software and training needs and provides his/her specific Area Office with any updates and/or changes to these programs on a regular basis.
  • The incumbent acts as liaison with MITS, ensures that all end users are equipped with the hardware and equipment necessary to perform duties as outlined by the SBSE operating division and in conjunction with the Service's mission statement.
  • The incumbent establishes and maintains a mailing list for all ICS and Non-ICS end users (e.g., Taxpayer Advocate Staff, Appeals) and field Group Managers within their Area Office to facilitate open communications that involve the assigned programs. Incumbent supports the Collection Automation Coordinator, IQAs or other PSP analysts as needed with the realignment of field groups in the Area Office.
  • In relation to various Locator Services programs, the incumbent adds and deletes end users and provides classroom and on the job training for Revenue Officers and other Collection managers and employees in the use of the various Collection related automated systems used to perform Collection work. This includes assignment of cases, preparation of taxpayer histories, work sheets, tax computations, locator sources or other tools used by field Collection personnel in the performance of aspects of Collection work.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience that demonstrated knowledge of the Internal Revenue Code and related enforcement and collection regulations and procedures. Experience may have been gained in work such as:

  • Collecting delinquent Federal taxes and securing delinquent returns.
  • Conducting investigations of alleged criminal violations of Federal tax statutes and making recommendations for criminal prosecutions and civil penalties.
  • Performing internal audit, administrative, or management duties directly related to the collection of Federal taxes.
  • Furnishing taxpayer assistance and information to the general public or determining, redetermining, or advising of liability for Federal taxes where the applicant was required to apply a comprehensive knowledge of the Internal Revenue Code and related regulations and procedures pertaining to income, estate, gift, employment, or excise taxes.

Specialized experience for this position also includes: Experience reviewing, analyzing, making recommendations and initiating collection actions on a variety of issues including but not limited to Trust Fund Recover Penalty (TFRP) investigations. Experience using automation equipment and the following computer applications: Automated Trust Fund Recovery (ATFR), Integrated Data Retrieval System (IDRS), OL5081/BEARS, Integrated Collection System (ICS,) Account Management System (AMS) to retrieve and interpret automated files and information. Experience delivering training to system users. Experience using a wide range of analytical and diagnostic procedures to identify required actions, implement decisions and review data to identify problems encountered on computer systems. Experience communicating with internal and external customers and writing clear and concise reports, user guides and job aids. Experience contributing and participating in a team environment and willingness to share knowledge and ideas. Experience in the use of virtual communication and training tools, data management techniques and performing in an instructor or presenter capacity.

MEET TIME IN GRADE (TIG) REQUIREMENT: Under merit promotion procedures, applicants must satisfy time-in-grade requirements contained in 5 CFR 300, Subpart F. Time is credited based on calendar time served in a grade, regardless of the number of days or hours worked.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
