Assists the AIGI in the development and direction of an investigations program that is comprehensive, effective, and responsive to the interests and needs of the IG in order to ensure the integrity of the Agency's programs and operations. Provides oversight and direction for the Headquarters and field operations of ID, under the general supervision of the AIGI.
Assists the AIGI in making workload determinations, preparing budget justifications, recommending priorities for long range planning and technical and administrative direction of investigative management information systems, and managing resources.
Directs an outreach strategy, including fraud awareness briefings, to internal and external stakeholders to identify weaknesses or vulnerabilities in the Agency's programs and operations that present opportunities for criminal and/or civil fraud.
Analyzes investigative operations and the productivity of components of ID. Develops and recommends or institutes new or revised policies, procedures, or guidelines governing the conduct of investigations in conformance with Federal laws and rules of criminal procedure, Executive Orders, court decisions, Council of Inspectors General on Integrity, and Efficiency (CIGIE) standards, and legal opinions and advice from the Agency of Justice. Manages ID resources to ensure their effective, efficient, and economical use.
Analyzes new or revised legislation, statutes, regulations, policies, Executive Orders, court decisions, and procedures affecting both OIG's and the Agency's programs and operations to identify impact on Agency programs and operations and on the prevention or detection of fraud, waste, and abuse and ensures that OIG's policies and procedures appropriately conform or are revised as necessary. Also provides the AIGI and other senior OIG staff members advice and recommendations on major program developments, significant problems, and resolutions.
Provides for the technical design, management, and application of data analytics used in evidence based decision making with respect to investigative resources and work impacting SBA's programs and operations.
You must successfully complete and maintain a Top Secret security clearance. Candidates who do not complete the required security clearance paperwork by the pre-determined due date, will be disqualified.
You must complete a one-year supervisory probationary period, if applicable.
You must maintain firearm certification and meet medical requirements.

Qualifications
As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.
Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the ECQs and MTQs outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. EXECUTIVE CORE QUALIFICATIONS (ECQs):

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):

MTQ 1 - Broad knowledge of the fields of criminal investigations and law enforcement; investigative policies, administration of investigative programs; and functions and jurisdictions of other Federal, state, and local agencies.
MTQ 2 - Expert criminal investigative knowledge to direct and coordinate major investigative programs, policies, and operations. Extensive experience in conducting complex fraud and economic crime investigations, and managing a program involving complex criminal investigative matters. Expert Knowledge of investigative techniques, devices, procedures; the rules of evidence, search and seizure; and Federal and military criminal laws.
MTQ 3 - Demonstrated skill in managing, supervising and leading a law enforcement function throughout a large geographic area.
MTQ 4 - Ability to communicate and coordinate program activities with major stakeholders such as Congress, the Administrator, the Deputy Administrator, Assistant Administrators for various SBA offices; other Inspector General Offices; law enforcement agencies and other Federal departments such as the Government Accountability Office and the Office of Management and Budget.
MTQ 5 - Demonstrated verbal and written communication skills and the ability to lead production of high-quality professional projects and reports and other within work products, such as Reports of Investigation, Semiannual Report to Congress, other investigative products, policy guidance and memoranda.

MOBILITY: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. This position is covered under the special retirement provision for Law Enforcement Officer and Firefighter. Therefore, the maximum age for initial appointment to the 1811 series is the date immediately preceding an individual's 37th birthday. The age restriction does not apply if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special CSRS or FERS retirement provisions, including early or mandatory retirement.
