Duties

Help

  • Assists the AIGA in overseeing audit staff in planning, developing, and conducting multiple complex financial, performance and information technology audits to improve economy, efficiency, effectiveness and accountability in SBA programs and operations and limit opportunities for fraud, waste and abuse while ensuring compliance with Generally Accepted Government Auditing Standards.
  • Assists staff in the timely planning, development, and production of high-quality written reports that contain actionable and substantive recommendations. Oversees oral briefings for senior leaders regarding findings and status of complex audits.
  • Collaborates with the Director of Audit Operations to ensure the efficiency and effectiveness of division operations. Assists in maintaining a quality control system to ensure all audits are performed in accordance with established professional standards.
  • Helps maintain policies, procedures, and techniques used by audit staff and identifies areas where additional clarification and/or updates are needed.
  • Assists in development and implementation of the annual oversight plan, addressing high risk and impact issues across Agency programs and activities, including those with potential financial benefits.
  • Assists the AIGA in establishing long-term staffing goals, preparing staffing and program budget requests and justifications, and ensuring the efficient allocation of resources.

Qualifications

Applicants must meet all basic requirements for this position.

POSITIVE EDUCATION REQUIREMENT:

Degree
: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); OR

Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; ORA certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

Each applicant is required to submit a comprehensive narrative statement, which addresses BOTH the ECQs and MTQs outlined below. Applicants who do not submit a supplemental narrative statement that addresses these factors will be ineligible for further consideration. The supplemental narrative statement for the ECQs should address the necessary level of management skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in the SES. This evidence must include clear and concise examples that emphasize the applicants level of responsibilities, scope, and complexity of programs managed, program accomplishments, policy initiatives, and level of contacts. The narrative portion for the ECQs MUST NOT EXCEED TEN (10) PAGES. The narrative portion for the MTQs MUST NOT EXCEED SIX (6) PAGES TOTAL.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

Unless you are currently serving under (1) a Career Senior Executive Service (SES) appointment (must provide a copy of Standard Form 50 - Notification of Personnel Action that documents career appointment to the SES), (2) are eligible for reinstatement into the SES (must provide a copy of Standard Form 50 - Notification of Personnel Action that documents career appointment to the SES), or (3) have successfully completed a SES Candidate Development Program approved by OPM (must provide proof of OPM Qualifications Review Board certification), you must submit a narrative statement covering each of the ECQs. ECQ 1 - LEADING CHANGE: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs):

In order to receive consideration for this position, all applicants must attach a separate narrative statement for each of the MTQs listed below.

MTQ 1 - Expert knowledge and demonstrated experience conducting, managing, and directing complex performance and financial audits, evaluations and inspections to promote economy, and efficiency, and detect and deter fraud, waste, abuse, and mismangement in agency programs and operations.

MTQ 2 - Knowledge of Inspector General programs, operations, systems, legislative history, mission and systems to sufficiently plan and conduct audits.

MTQ 3 - Demonstrated ability to communicate and coordinate program activities with major stakeholders such as Congress, SBA Senior Officials, other Inspector General Offices, and other Federal departments such as the Government Accountability Office or the Office of Management and Budget.

MOBILITY: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement.
