Duties

Help

The MDA Program Director, Command & Control, Battle Management & Communications (PD BC) performs the following major duties:

  • Responsible for policy development, budgeting, planning and execution of the design, development, integration, test, deployment and operation of C2BMC products and services.
  • Develops, implements and manages C2BMC policies, practices, organization, mission execution, and completion of assigned tasks ensuring an integration MDA policies and practices.
  • Provides leadership in setting program management policy and strategic direction related to assigned program areas delivery, appropriate legislative initiatives, innovation, business and financial management, resource management, outreach, and consultation.
  • Provides leadership, guidance and technical direction throughout all program operational phases for assigned program areas, which include business operations and technical management particularly as it relates to establishing engineering and program management directions; and advocating quality, technology delivery, innovation, business and financial management resource management, outreach, and consultation.
  • Participates in the development of the C2BMC and BOA (BMDS OPIR Architecture) architecture, design, implementation and daily operations as directed by the Program Executive, Sensors, Command & Control. Serves as a nationally recognized technical authority providing advice and guidance to the Program Executive, Sensors, Command & Control, C2BMC staff, and other Government officials involved with C2BMC technologies, design, development, integration, and test. Coordinates on and directs C2BMC system integration and test activities.
  • Monitors C2BMC and BOA software engineering activities to include the integration and application of best industry software engineering practices into the C2BMC and BOA development process.
  • Represents MDA and C2BMC in engineering meetings and technical interchanges with other agencies, organizations, industry, and Federally Funded Research and Development Centers in technical matters pertaining to the Missile Defense System C2BMC and BOA capabilities.
  • Directs, evaluates, and maintains the effectiveness of the C2BMC and BOA systems, including resource management and reprogramming of resources. Ensures availability of required personnel, funding, facilities, and equipment for sustaining program operations.
  • Provides oversight for all assigned programs, resources, and support activities essential in providing C2BMC and BOA expertise to the Combatant Commanders (COCOM), and assesses conveys joint/combined/coalition lessons learned to the developer.
  • Actively engages Warfighters during the conduct of COCOM and Military Missile Defense System war-games, synthesizes the results, and uses this information to affect the development process for future capabilities.
  • Incorporates C2BMC and BOA capabilities into COCOM demonstrations, experiments, and exercises. Supports development and analyses of joint, combined, and coalition doctrine, and Concept of Operations (CONOPS), Technical Training Parameters (TTP), and Rules of Engagement (ROE) development with the operational community as it relates to the fielded C2BMC system.
  • Monitors the acquisition, testing, fielding and support for the C2BMC and BOA systems, ensuring the integration of Missile Defense System elements into an operationally effective system.
  • Attends conferences, symposia, and other forums as a representative for MDA and is recognized as an expert in Missile Defense System operations, architectures, and force structure and integration.
  • Interprets DoD and Director, MDA guidance and priorities, and determines the impact and risk associated with C2BMC and BOA development, testing, fielding, sustainment and operations.
  • Provides daily supervision and oversees a staff of federal civilian, military, and contract support employees and technical experts.
  • Supports DoD and MDA Equal Employment Opportunity (EEO) and affirmative action programs.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs):

Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. Please limit your written statements to two pages per ECQ.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification.

1. Comprehensive knowledge and proven technical managerial expertise required to provide oversight and direct all activities associated with ensuring successful execution for assigned programs, including a demonstrated ability to manage program cost, schedule and performance to include corresponding program planning, funding, budgeting, funding, and acquisition requirements and elements. Mastery of the budget process as required to plan and acquire appropriate technology and engineering resources.

2. Mastery of the concepts, theories, and standards, as gained through a combination of educations and professional experience associated with all aspects of ensuring effective execution of complex technical programs involving multiple organizations. This includes expert knowledge and professional experience in the various engineering disciplines that are fundamental in managing Missile Defense System defenses and program operations. In depth knowledge of Missile Defense System concepts, to include both national and theater Missile Defense System. This includes an expert level knowledge of Missile Defense System mission and its various program functions.

3. Expert level knowledge required to direct the application of leading edge technology and systems engineering concepts and related standards needed to develop and transition effective Missile Defense System systems and hardware. Expertise required to manage and field large software intensive communications and command and control networks.

Education

A Bachelor of Science degree in engineering or computer science is required. A Master of Science degree in an engineer centric degree is desired.

Basic Requirements:


A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A.The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Additional information

This is an Acquisition Key Leadership position (KLP) for an Acquisition Category I (ACAT I) Program. Essential education and experience requirements include an advanced or functional field related degree, Acquisition Corps membership, Level 3 Acquisition certification continuous learning point compliant, and 8 years acquisition program experience or demonstrated equivalency. The incumbent must demonstrate essential cross-functional competencies of Executive Leadership, Program Execution, Technical Management and Business Management.

The incumbent will be required to sign a written agreement to remain in this critical acquisition position for approximately four years. Acquisition Certification and Acquisition Corps Membership - This is a Critical Acquisition Position, Level III Certification in Program Management and System Planning, Research, Development and Evaluation. The incumbent must be an Acquisition Corps member at the time of permanent selection or have been granted a waiver for membership. Acquisition Corps membership and Career Field certification must be achieved within 24 months of Entry on Duty. The incumbent must complete 80 continuous learning points every two years.
