Summary

Geospatial Systems Specialists have responsibility for supporting managers and resource specialists in the use of geospatial technology and Geographic Information Systems(GIS) for land, natural resources and ecosystem management.

  • Duties are listed at the full performance level.
  • Provides leadership in the development and use of spatial data and advanced geospatial technological applications, and serves as principal technical advisor on Geographic Information Systems (GIS).
  • Develops and implements geospatial program goals in conjunction with resource management objectives and organizational business requirements.
  • Advises, counsels and assists staff regarding GIS project planning including timelines, data analysis capabilities, budgeting, contracting, and other information management considerations.
  • Assesses quality, compatibility, and limitations of various data used in a wide array of land management and planning efforts.
  • Develops data dictionaries, data models, and metadata for multi-disciplinary information and geospatial applications.
  • Provides expertise and makes recommendations on the development and application of geospatial analysis processes, protocols and solutions to mission critical resource management issues.
  • Compiles natural resource, topographic, and cartographic data for creation of thematic map products and presentation materials for multi-disciplinary resource management planning.
  • Preparation of environmental and social assessments, environmental impact statements and other projects supporting natural resource management decision making.

Qualifications

Specialized Experience Requirement:

GS-11: Applicants must have at least one year of specialized experience equivalent to the GS-09 grade level. Specialized experience is defined as three or more of the following: Compiling natural resource, topographic, and cartographic data for creation of thematic map products and presentation materials for multi-disciplinary resource management planning; and/or manipulating and analyzing geospatial data to support resource management decisions for multiple resource, jurisdictional, and ownership units and/or a large geographical region; and/or assisting with the development of data dictionaries, data models, and metadata for multi-disciplinary information and geospatial applications; and/or providing technical assistance to GIS software users in the development, storage, retrieval and analysis of data; OR successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a related field; OR a combination of specialized experience (equivalent to the GS-09 grade level) and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) that together exhibit the knowledge, skill, and ability to perform the duties of the position successfully.

GS-12: Applicants must have at least one year of specialized experience equivalent to the GS-11 grade level. Specialized experience is defined as three or more of the following: Providing technical advice on the implementation, management, analysis, and use of geospatial information; and/or serving as a technical point of contact and liaison to individuals and groups concerned with GIS, GPS, remote sensing and mapping; and/or compiling natural resource, topographic, and cartographic data for creation of thematic map products and presentation materials for multi-disciplinary resource; and/or making recommendations on the development and application of geospatial analysis processes, protocols, and solutions to mission critical resource management issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
