Summary

Multiple positions being filled in support of the Wildland Fire Crisis Strategy.

Recreation Program Managers are responsible for strategic planning; program and budget development; and coordination of all aspects of recreation management on the unit including developed and dispersed recreation, wilderness, wild and scenic rivers, trails, special uses, and related programs.

  • Duties are listed at the full performance level.
  • Develops recreation program budgets and annual programs of work to carry out the objectives of the Forest as identified in the Forest Plan.
  • Collects data, analyzes program needs, and recommends action to maintain a balanced budget for the Forest's recreation function and ensure Forest Plan objectives are met.
  • Develops and coordinates recreation planning on the Forest including site-specific projects and landscape-level analysis.
  • Provides program support and facilitates an interdisciplinary approach to the development of long-range resource management action plans and short-range operating programs for recreation management activities.
  • Prepares detailed environmental analysis reports as needed and evaluates statements prepared by others of proposed recreation resource action to ensure the intent of the National Environmental Policy Act (NEPA) is met.
  • Maintains contacts and relationships with professional organizations and other stakeholders interested in recreation or lands management to keep abreast of new techniques, procedures, and methods and to promote Forest Service interests.

Qualifications

Specialized Experience Requirement:

GS-11: Applicants must have at least one year of specialized experience equivalent to the GS-09 level. Specialized experience is defined as two or more of the following: Participating in the natural resource management planning process for work plans on wilderness, trails, recreation, and special uses activities; and/or contributing to the development of long and short-range plans of wilderness, trails, special agency uses and recreation resources for Unit guidelines and direction; and/or communicating management practices, rules, and regulations to educate the public on wilderness, trails, special uses and recreation activities; OR successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., in a related field; OR a combination of specialized experience (equivalent to the GS-09 grade level) and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) that together demonstrate the knowledge, skill, and ability to perform the duties of the position successfully.

GS-12: Applicants must have at least one year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as three or more of the following: Analyzing staffing, equipment, and supply needs to project the cost of recreation management programs; and/or collecting data, analyzing program needs, and recommending action to maintain a balanced budget for unit programs; and/or providing advice and guidance on the administration of wilderness, recreation, trails, special uses, and related programs and management activities; and/or reviewing and monitoring recreation, wilderness, and related management activities to recommend ways to achieve program goals and objectives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
