Summary

This position is assigned to the Farm Production and Conservation (FPAC) Business Center (BC), Environmental Activities Division (ENV).

Serves as a natural resources expert providing direct assistance and training on compliance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Safe Drinking Water Act, and National Environmental Policy Act (NEPA), including assessments of natural resources, farms, conservation hazardous waste cleanup programs and processes.

Help
  • Participate in planning sessions and discussions to create innovative ways to carry out assigned hazardous waste cleanup program and new programs.
  • Participate in comprehensive hazardous waste cleanup studies to analyze interrelated issues of effectiveness, efficiency, and productivity affecting administrative and business programs;
  • To determine compliance with regulations, procedures, and practices.
  • Provide advice and counsel on various risk assessment matters, related to hazardous waste cleanup to ensure management and staff interests are obtained and analyzed in the process of developing a comprehensive enterprise risk management framework.
  • Analyze regional and national data for hazardous waste cleanup trends and quality assurance.
  • Determine the need for, and conducts special studies and analyses needed to address emerging issues in hazardous waste cleanup.
  • Research and investigate new or improved risk assessment practices for application to agency and hazardous program operations.

Qualifications

Basic Requirements for GS-0401 Natural Resources Specialist: Have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR Combination of education and experience: Courses equivalent to a major described above, plus appropriate experience or additional education.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

Specialized Experience for GS-0401 Natural Resources Specialist
GS-14 Level: To qualify for this position at the GS-14 grade level, you must possess one year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as performing administrative or managerial duties, such as completing hazardous waste cleanup, CERCLA, and other environmental compliance documentation, and performing work related to assessing natural resources, such as through evaluating a natural resource or natural resources function, such as conservation, forest, rangeland, fisheries, and wildlife; applying knowledge and skill sufficient to interpret and apply biological science and research, along with knowledge of one or more of the following: 1) management concepts, principles, and practices related to hazardous waste cleanup and environmental compliance; 2) biological, agricultural, natural, and pertinent aspects of social, behavioral, cultural, and economic sciences relevant to hazardous waste cleanup; 3) theories, concepts, and practices of conserving, utilizing, and sustaining natural, physical, cultural resources, and remediating them to the extent practicable, and presenting such information in technical or plain language, and 4) agency needs in terms of hazardous waste avoidance, management, and cleanup factors.

Applicants must meet all qualifications and eligibility requirements by the 07/05/2023 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Current federal employees must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards.
