As a SUPPLY SYSTEMS ANALYST (TITLE 32), GS-2003-7/9, you will serve as a Supply Systems Analyst and Systems Security Manager which evaluates, develops, documents, and implements security and administrative actions pertaining to the standard base supply system (SBSS) automated data system (ADS) and associated personal computer (PC) programs.

Major Duties - This is NOT an all-inclusive list:

  • Control access to prevent unauthorized persons from using network facilities.
  • Evaluate unusual circumstances to recognize and define potential vulnerabilities and select and oversee the installation of physical and technical security barriers to prevent others from improperly obtaining such information.
  • Analyze programs and project that may be funded by, or under the cognizance of different organizations with differing supply requirements or variations in the ability to fund acquisitions or system implementation.
  • Assess various situations complicated by conflicting or insufficient data.
  • Analyze and test a variety of established techniques and methods.
  • Analyze information to determine the applicability of established methods, the need to digress from normal methods and techniques, the need to waive prescribed standards, and/or whether specific kinds of waivers can be justified.
  • Formulate and develop communications security criteria and requirements.
  • Oversee issuance of program materials.
  • Implement and advise on IT security policies and procedures to ensure protection of information transmitted to the installation, among organizations on the installation, and from the installation using Local Area Networks (LAN), Wide Area Networks (WAN), the World Wide Web, or other communications modes.
  • Utilize current and future multi-level security products collectively to provide data integrity, confidentiality, authentication, non-repudiation, and access control of the LAN.
  • Serve as a Terminal Security Program Manager.
  • Analyze, design, develop, and maintain scheduling structure and applications to effectively manage clients' requests for products and services.
  • Limit access to privileged programs (i.e., operating system, system parameter and configuration files, and databases), utilities, and security-relevant programs/data files to authorized personnel.
  • Evaluate factors such as current command supply program (hardware and software) capability/feasibility, and effect on command unique software/programs to determine impacts of changes on command mission, wartime processing capabilities, and day to day base level supply operations.
  • Analyze and evaluate a variety of supply related duties and responsibilities which involve many different and unrelated processes and methods in well-established areas of supply planning, systems and administration.
  • Maintain accountability for sensitive materials and related information.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

  • Participation in direct deposit is mandatory.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted ONLY - May not exceed the rank of E5.

GENERAL EXPERIENCE: MUST possess experience, education, or training which has provided the applicant with a general knowledge of one or more aspects of the supply field; experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 24 months experience, education, or training dealing with cost estimates, budgets or funding management; experience conducting extensive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support. GS-7 Level MUST possess at least 12 months experience, education, or training in researching documents or other resources to coordinate inventory requirements; experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc; experience involving the control of supply stocks and accounting for equipment; knowledge of supply functions, cataloging, maintenance and disposal procedures; experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc.

You will receive credit for all qualifying experience, including volunteer experience.
