This position is located within Whole Health (WH) at the Michael E. DeBakey VA Medical Center (MEDVAMC). The MEDVAMC is a large health care facility serving over 113,000 Veterans. The MEDVAMC is a multi-site medical system that includes a major medical facility in Houston, Texas and nine community-based outpatient clinics (CBOCs) with 2 micro-leases. The MEDVAMC is an academic facility with teaching and research programs.

Help

Major duties include, but are not limited to:

  • Provides leadership, in conjunction with Whole Health Program Manager, to Whole Health wellness instructors and massage therapists providing CIH approaches including but not limited to massage, yoga, Tai Chi, mindfulness/meditation, and other List 1 and List 2 CIH approaches as supported by VA Central Office.
  • Establishes guidelines and performance expectations for Whole Health CIH staff. Tracks, monitors, and evaluates Whole Health CIH staff performance in areas related to Whole Health approaches to care.
  • Directs personnel management for Whole Health CIH staff by making decisions on personnel actions including selections, promotions, reassignments, retention, and recommendations for adverse actions pertaining to employee performance or conduct. Promotes positive labor-management relations. Responds to EEO complaints and unfair labor practice charges.
  • Reviews attendance records of employees to ensure a balanced workforce and to maintain or improve attendance. Approves or disapproves leave requests of subordinates. Recommends approval for incentive awards and rewards employees for good performance. Completes evaluations of subordinates.
  • Directly supervises program staff, interviewing candidates, and recommending appointment or reassignment of positions. Observes workers' performance, identifying the training needs of staff and provides development opportunities. Works to resolve staff complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary; invokes disciplinary measures as appropriate to the authority delegated in this area.
  • Assures that subordinates are trained and fully comply with the provisions of the safety regulations.
  • Provides high level professional and management support of CIH activities directly supporting Whole Health for Veterans and employees.
  • Establishes organizational structure and guidelines and is responsible for program planning and staff development related to CIH approaches at MEDVAMC and the VA Houston system.
  • Establishes program monitors and outcomes as well as other local data source measurements required for the clinical performance and other outcome assessment or best practice guidelines, using a data-driven quality assurance process in order to meet multi-facility strategic plan and WHS goals.
  • Acts as a consultant on VA guidelines for complementary and integrative health approaches, tracking, and documentation for general VA staff incorporating CIH in their practice.
  • Serves on the Whole Health committee and oversees strategic plan, goal setting, and monitoring and evaluation of facility outcomes.
  • Participates in research activities related to program development and evaluation responsibilities.
  • Implements complementary and integrative health (CIH) approaches in service of Veteran and/or Employee Whole Health as appropriate with individuals and/or groups. CIH approaches include but are not limited to: mindfulness/meditation, yoga, yoga nidra, Tai Chi/Qi Gong, clinical hypnosis, guided imagery, biofeedback, functional nutrition education, healing touch, Reiki, acupuncture or massage, depending on the CIH Supervisor's scope of practice. CIH approaches ideally are offered in conjunction with the Veteran or employee's goals and values as identified in their personalized health plan (PHP).
  • Performs other duties as assigned.

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. The following education requirements apply to the recreation therapist. A bachelor's degree or higher, from an accredited college or university, with a major in therapeutic recreation or recreation/leisure, with an option and/or emphasis in therapeutic recreation. The degree must be approved by the National Council for Therapeutic Recreation Certification (NCTRC); OR, A bachelor's degree or higher in any field from an accredited college or university and must be a certified therapeutic recreation specialist (CTRS). The degree must be approved by the NCTRC. If hired under this education, the certification cannot be waived.
  • Certification. Recreation Therapist. Applicants must be certified in recreation therapy as a CTRS by the NCTRC.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GS-12 Grade Determinations:

Experience. At least one year of creditable experience at the next lower grade level.

Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
i. Ability to provide treatment in complex cases and work with great independence.
ii. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions.
iii. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations and use data effectively to manage workload, quality, performance, and productivity within the service.
iv. Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
v. Ability to use evidence-based practices, clinical practice guidelines in a professional area, and to guide the staff in applying these tools.
vi. Knowledge of organizational theories and strategies to positively impact the overall goals and objectives within the service.
vii. Knowledge related to administrative functions such as fiscal, material supply, equipment management, and clinical and program management.

Preferred Experience: Providing complementary and integrative health modalities (e.g. massage therapy, yoga, tai chi, expressive arts, meditation, biofeedback, hypnosis).

The full performance level of this vacancy is GS-12. The actual grade at which an applicant may be selected for this vacancy is GS-12.

Physical Requirements:

Physical Demands: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies.

Work Environment: Work is performed in an office/clinic setting with minimal risks that requires normal safety precautions; the area is adequately lighted, heated, and ventilated. However, the work environment requires someone with the ability to handle several tasks at once in sometimes stressful situations.
